My First Template MFA Programs MFA is appointed by the state of New Mexico to oversee the funding that is designated to assist individuals and households who are experiencing homelessness, or who are at risk of becoming homeless, by providing services and temporary rental assistance. Emergency Homeless Assistance - EHAP Funds are used for shelter expenses, staff salaries related to work performed for this program, and the critical component of data entry, which ensures these funds are supporting the shelters that are actually moving clients into permanent housing. Rental Assistance - RAP Assistance is specifically for individuals and households who are experiencing homelessness or who are at risk of becoming homeless by assisting with security deposits, rent, applications fees, utility assistance & rental arrears. Housing Opportunities for Persons with AIDS/HIV – HOPWA Assistance is specifically for low-income persons (at or below 80% of area median income) who are medically diagnosed with HIV/AIDS, along with their family, to receive rental assistance and permanent housing placement.

MFA’s Role Monitoring MFA monitors service providers based on yearly risk assessments. The monitoring covers fiscal requirements, participant files, policies & procedures and staff personnel files. T&TA MFA provides assistance with regulation interpretation & contractual obligations including guidance on allowable expenses for each program. Invoicing Reimbursement requests are submitted monthly. Each program manager is available to assist with questions and technical issues. Partnering The most effective way to develop a successful program is to partner with other service providers in your area. MFA can provide recommendations to assist with program development. Monitoring: Ensuring all policies address federal requirements for each program – minimum habitability standards, internal control, documentation of client eligibility T&TA: Our role is to provide regulation interpretation as well as updates to federal requirements – various training opportunities/peer exchanges Invoicing: Funding is provided on a reimbursement basis through monthly invoices. A critical component is data collection which is reported each month with the invoice Partnering: We work closely with our service providers, encouraging them to partner with other agencies providing similar services to their clients. (ex: facing a huge project of a bathroom remodel to meet ADA compliance for shower accessibility; dealing with outbreak of bed bugs or lice in a shelter…. then looking for best practices to prevent these issues from reoccurring)

Except for CoC, funding is awarded through a competitive RFP process. Funding Cycle ESG and State Homeless Funds are awarded to MFA and divided between EHAP, RAP, CoC & NMCEH. 2018 ESG Funding $ 1,122,034 2018 State Homeless Funding $ 1,265,700 2018 HOPWA Funding $808,226 Federal & State Funding MFA Participant Selected sub recipients provide assistance to participants who qualify under the program rules and regulations. RFP Timeline The timeline shows the basic process used to select service providers for EHAP, RAP & HOPWA. RFP Minimum Threshold In order to be considered for funding, a minimum threshold has been established. Depending on the program, there may be additional minimum threshold items. Organization must be a non-profit with a 501(c)(3) status, unit of local government or tribal government. Proof of registration as a charitable organization with the New Mexico Attorney General’s Office. Must be in good standing as of the date the RFP is issued and must not have “suspended”, “debarred” or HUD’s “Limited Denial of Participation” status. If non-profit, must submit a letter of support from the unit of local government. Current Independent Audit conducted in accordance with Government Audit Standards “GAS”. Local, public bodies must provide an audit by a certified auditor who has been approved by the NM State Auditor’s Office and who is also on the State Auditors List. Proof of insurance coverage according to specific limits. Meeting all minimum threshold requirements DOES NOT guarantee funding.

RFP Scoring The scoring criteria varies based on the program. A minimum score must be obtained in order to be selected as a service provider. Organizational Capacity Does organization have the capacity to administer an effective program with measurable, positive outcomes? What is the related experience of the staff who will be administering the program? (All Programs) Finance Financial policies/practices & audits are analyzed to determine risk. (All Programs). 01 02 Service Area or Community Need What counties will be served by the organization? (RAP, HOPWA) How many beds nights are provided annually? (EHAP) 04 Performance with Housing Placement What percentage of clients served in the previous 12 months exited to permanent housing? (EHAP & RAP) 03 Capacity: Sufficient number of staff, with related experience, to run the program Finance: Examine most recent annual audit Service Area: Community Need: Occupancy rate related to size Performance with Housing Placement: scored heaviest for EHAP

Contracts & Renewals Service Providers must meet specific minimum criteria to be considered for contract renewal each year. Minimum criteria for renewal is similar to what is required to apply for funding in the RFP. Funding varies from year to year. Awards are made based on predetermined measures for each program. Organizations awarded funding through the RFP are eligible to receive funding annually for up to 5 years. Measures are based on program goals such as meeting contractual requirements. Current service providers with EHAP, RAP, and HOPWA are eligible to receive funding through June 30, 2021. Measures for renewal:
