Background Japan had attacked China in 1937 The United States denounced the attacks and imposed economic sanctions. Japan creates an alliance with Germany in 1940. Japan attacks the French colonies in Indochina More economic sanctions against Japan including that they couldn’t buy oil from the U.S.

Planning the Attack on Pearl Harbor Japan has no natural oil reserves in the country. They are running out of oil They see no other option than to attack the U.S. in the Pacific.
