IRCC REPORT TO COUNCIL-2 There is no significant change to the difficulties and challenges reported to C-1. Most of the actions agreed in June 2017 at IRCC-9 have progressed normally. Capacity Building Annual joint CB meeting comprising IHO/IMO/IOC/WMO/IALA/FIG/IAEA committee, new member International Maritime Pilot Associations (IMPA). Problem - cooperating with the IMO Technical Cooperation Committee remains unresolved. Use of CATZOC information as an indicator for survey adequacy as interim solution to evaluate the current limitations. Limited resources to conduct basic MSDI training by RHCs IHO COUNCIL
INT and ENC schemes There are still cases of overlapping. It remains a challenge as most have political undertones. IHO COUNCIL
Crowd-sourced Bathymetry Completed the CSB Guidance Document B-12. Main challenge - need to overcome a degree of scepticism on the CSB concept, especially on the potential although untested legal issues. Need to co-opt the assistance from MS of the RHCs to: release data into public domain via the IHO DCDB; state their policy on data gathering restrictions, especially within their maritime areas of jurisdiction to enable CSB activities to be undertaken; support the CSB initiative with positive actions such as requiring all research vessels collecting bathymetric data to share them; and promote scaled trial CSB data collection. Project Seabed 2030 RHCs are encouraged to organise contribution of bathymetric data in shallower coastal areas from their MS to the project. RHCs are also encouraged to invite and communicate with GEBCO members to their meetings. IHO COUNCIL
Marine Spatial Data Infrastructures MSDI is gaining traction. Relationship further strengthen by the cooperation with OGC on the development of an IHO/OGC conceptual study. The key areas of focus of the MSDIWG are: MSDI implementation plans to support the IHO strategic plan and establishing draft IHO MSDI vision for 2025/2030; Development of MSDI e-learning courses; Creating a Project Team to implement the UN-GGIM Shared Guiding principles for Geospatial Information Management; and Data security within the MSDI framework; Follow the development of Marine Spatial Planning (MSP) implementation worldwide. Actions Required of the Council The Council is invited to: note the report of the IRCC; b) endorse the amendments to the IRCC ToRs and RoPs c) endorse the amendments to the IHO Resolution 2/1997 d) endorse the amendments to the CBSC ToRs and RoPs e) endorse the Crowd-Sourced Bathymetry Guidance Document f) endorse the amendments to the IHO Resolution 6/2009 g) endorse the proposed IRCC key priorities of the IHO Work Programme for 2019 listed in Paragraph 19 of the IRCC report IHO Council, 1st Meeting, Monaco, 17 - 19 October 2017
Actions Required of the Council The Council is invited to: h) acknowledge the work done by the IBSC in the development of the new Standards of Competence for Hydrographic Surveyors and Nautical Cartographers i) acknowledge the work done by both RENCs on their high-quality support to hydrographic offices and end-user service providers and for their contribution to Joint-RENC technical meetings j) acknowledge the work done by the CSBWG in the producing of the draft CSB Guidance Document k) take any other action considered appropriate.
