Today’s Agenda Aim – to provide a brief overview of the 17th Edition of the Wiring Regulations and how these changes may impact Agenda: What is BS 7671? Major changes The aim of today’s presentation is provide a brief(ish) overview of the new 17th Edition of the IEE Wiring Regulations and how these changes may impact upon all parties involved in electrical installations in the UK. The agenda is fairly simple – what is BS 7671 and what are the major changes, which, for the sake of continuity and clarity, we will work through in numerical order.

UK standard for electrical installation work BS 7671 UK standard for electrical installation work More commonly referred to as IEE Wiring Regulations – 16th Edition First given BS connotation in 1992 Currently the national safety standard for electrical installation work in the UK is British Standard 7671 - Requirements for Electrical Installations. Although the wiring regulations have no statutory force in the UK, they’re referred to in legislation as a means of demonstrating compliance with relevant health and safety requirements This document is still commonly referred to as the IEE Wiring Regulations, which the Institution of Electrical Engineers has been publishing as a public service in the UK since 1882, when it barely covered one side of A4, it was first given a British Standard reference in 1992 after the 16th Edition was published the year before and has been subsequently re-printed in 1994, 97 & 2004 and now we find ourselves with……… 3

17th Edition BS 7671: 2008 The 17th Edition, now with a Red cover!! Still using the IEE brand name (rather than IET) and still BS 7671. Electricity was originally used for street lighting only, then progressed in to the home with very limited usage and as more electrical equipment has been used the regulations have changed to reflect this along with technological advances. With the new edition taking into account renewable energy sources such as solar panels and combined heat and power units as well as European harmonization!!!!

Removal of some existing regulations Revision of BS 7671 Is necessary to maintain harmonization with the International standard (IEC 60364) and the related European Harmonization Document (HD 384) This will result in: Renumbering Restructuring New regulations Removal of some existing regulations The process of harmonization with European standards had already commenced with previous amendments to the 16th Edition, most notably with changes in cable insulation colours, however the UK is obliged to comply and the standard is being further harmonized with the European standard, which is itself largely harmonized with the International standard. ** The revision will entail the renumbering of all the regulations in BS 7671 and, to some extent, the restructuring of some of the Parts, for example, the existing Part 6 dealing with special locations will become Part 7, and the existing Part 7 dealing with inspection and testing will become Part 6 together with the addition and removal of some regulations

From Jan to June 30th either 16th or 17th can be used Transition Published Jan 2008 From Jan to June 30th either 16th or 17th can be used Design of all installations after July 1st 2008 to comply with BS 7671 – 17th Edition Many changes...…Including……. The 17th Edition was published in January 2008, From Jan until June 30th either the 16th or 17th can be used for the design and subsequent construction of an installation – a 6 month transition period. Whilst after July 1st the design of all installations will need to comply with BS 7671: 2008 or the 17th Edition as we shall refer to it from now on. ** Within it will be many changes including…….

Part 3 – General Characteristics Part 4 – Protection for Safety Format Made up of 7 parts Part 1 – Scope Part 2 – Definitions Part 3 – General Characteristics Part 4 – Protection for Safety Part 5 – Selection & Erection of Equipment Part 6 – Inspection & Testing Part 7 – Special Locations A change to the format. The Regulations are made up of a number of parts, these are: Read Slide ** Part 6 – Inspection & Testing Part 7 – Special Locations To align with harmonised documents Parts 6 & 7 have traded places, Part 6 was Special locations and installations and now concerns Inspection and Testing and vice versa.

Different system is employed for Part 7 – Special Locations Numbering No dashes or zeros 522-06-06 becomes 522.6.6 Different system is employed for Part 7 – Special Locations Examples Regulation 701.415 relates to Bathrooms (701) and measures for additional protection (Regulation 415 in Part 4) 701.415.2 – Supplementary bonding from 415.2 The numbering system will also change, again this follows the harmonised documents with dashes being replace by dots and the zeros being dropped Confused? It’s very simple: 522-06-06 becomes 522.6.6 ** A different system for numbering is employed for Part 7 – Special Locations & Installations, the section number is followed by the related regulation from the main body of the regulations. For example Regulation 701.415. refers to a location containing a bath or shower through 701 and measures for additional protection by 415, specifics are again expanded on by as example 701.415.2 – Supplementary Bonding from 415.2 in Part 4.

Appropriate documentation 134.1.1 Part 1 - Scope New requirements for protection against voltage disturbances & electromagnetic influences Testing & workmanship 132.13 Appropriate documentation 134.1.1 “Good workmanship by competent persons” 134.2.1 Inspection & testing to be carried out by competent person 134.2.2 Designer responsible for periodic testing interval In Part 1 of the Regulations – Scope, Object and Fundamental Principles incorporates and expands upon a number of areas that have previously been in other parts of the regulations, the main points are: A number of new requirements for protection of persons and livestock against voltage disturbances and electromagnetic influences ** Together with some additional points concerning testing and workmanship: 132.13 – now has a specific requirement for appropriate documentation (certification) 134.1.1 – good workmanship by competent persons 134.2.1 – Inspection & testing to be carried out by a competent person and 134.2.2 – That the designer of the installation is responsible for specifying the time until the first periodic inspection Which leads us on to….

Increase from around 170 to 250 Including solar (PV) systems Part 2 - Definitions Increase from around 170 to 250 Including solar (PV) systems Now includes “Competent Person” “A person who possesses sufficient technical knowledge and experience for the nature of the electrical work undertaken and is able at all times to prevent danger, and where appropriate, injury to themselves and others” Reference back to Part 1 – workmanship & testing Same as found in Reg 16 of Electricity at Work Act 1989 Part 2 – Definitions There has been an increase in the number of definitions from around 170 to 250 – including a large number specifically concerning solar photovoltaic power supply systems ** Now includes the previously mentioned “Competent Person” – “A person who possesses sufficient technical knowledge and experience for the nature of the electrical work undertaken and is able at all times to prevent danger, and where appropriate, injury to themselves and others” This has been made necessary by the requirements in Part 1 concerning workmanship and testing by competent persons. This definition is the same as that found in Regulation 16 of the Electricity at Work Act 1989
