1. Context for Establishing the National Development Plan Adoption of the first PRSRP in March 2009; Implementation of this document 2009-2011 took place in a sociopolitical environment dominated by the peace process in the country, following the military and political crisis of 2002; This process was interrupted by the post electoral crisis in December 2010; The new authorities decided, at the end of the post electoral crisis, to return to planning tradition and centre public initiative around it. Our country, Ivory Coast, has undergone a long period of economic crisis following the death of the Father of Our Nation, President Félix Houphouet Boigny. The decade of the years 2000 was especially marked by: increasing social disparities in regions exacerbated by an identity crisis worsened poverty because according to the Household Living Standards survey conducted in 2008 by the National Statistics Institute, one out of two Ivory Coast inhabitants is poor (poverty rate of 48.9%); deterioration in economic and social infrastructures; economic indicators at a low level.

1. Context for Establishing the National Development Plan This intention has been materialised by development of our National Development Plan (PND) over the years 2012-2015. The National Development Plan (2012-2015) is comprised of four tomes; this comprises Tome I: Analytical Summary; Tome II: Political, Economic, Social and Cultural Diagnostic; Tome III: Vision for Development and Strategic Orientations and; Tome IV: Matrix of Priority Initiatives. This document is available on the website: www.gcpnd.gouv.ci   Our country, Ivory Coast, has undergone a long period of economic crisis following the death of the Father of Our Nation, President Félix Houphouet Boigny. The decade of the years 2000 was especially marked by: increasing social disparities in regions exacerbated by an identity crisis worsened poverty because according to the Household Living Standards survey conducted in 2008 by the National Statistics Institute, one out of two Ivory Coast inhabitants is poor (poverty rate of 48.9%); deterioration in economic and social infrastructures; economic indicators at a low level.

1. Context for Establishing the National Development Plan It capitalises on PRSRP gains, taking into account the new challenges arising following the post electoral crisis, the Economic and Financial Programme, the Presidential Programme and potential sources for the country’s growth. Our country, Ivory Coast, has undergone a long period of economic crisis following the death of the Father of Our Nation, President Félix Houphouet Boigny. The decade of the years 2000 was especially marked by: increasing social disparities in regions exacerbated by an identity crisis worsened poverty because according to the Household Living Standards survey conducted in 2008 by the National Statistics Institute, one out of two Ivory Coast inhabitants is poor (poverty rate of 48.9%); deterioration in economic and social infrastructures; economic indicators at a low level.

2. Integrating the NSDS into the National Development Plan The NSDS has been fully taken into account in the National Development Plan which permits ensuring its financing thanks to: Representation of the NSI in the technical secretariat set up to prepare the National Development Plan; A period for updating the National Strategy for Development of Statistics (NSDS): a unique opportunity for taking it into account in the 2012-2015 National Development Plan Coincidental timing between the programming period (2012- 2015) for the NSDS and the National Development Plan Excellent collaboration between the NSI and the General Directorate for the National Development Plan during preparation of such Plan Our country, Ivory Coast, has undergone a long period of economic crisis following the death of the Father of Our Nation, President Félix Houphouet Boigny. 2. Integrating the NSDS into the National Development Plan Overall cost: 67.275 billion (US$134.5 million) during 2012-2015 distributed as follows: 2012: 23.941 billion FCFA (US$47.8 million) 2013: 21.2 billion FCFA (US$42.3 million) 2014: 13.3 billion FCFA (US$26.3 million) 2015: 8.8 billion FCFA (US$17.6 million) Our country, Ivory Coast, has undergone a long period of economic crisis following the death of the Father of Our Nation, President Félix Houphouet Boigny. The decade of the years 2000 was especially marked by: increasing social disparities in regions exacerbated by an identity crisis worsened poverty because according to the Household Living Standards survey conducted in 2008 by the National Statistics Institute, one out of two Ivory Coast inhabitants is poor (poverty rate of 48.9%); deterioration in economic and social infrastructures; economic indicators at a low level.

2. Integrating the NSDS into the National Development Plan Three types of informational needs to ensure the National Development Plan is well monitored: 1. Definition of tracking/assessment indicators, their reference values and their target values; 2. Informational needs for tracking performance of the programmes and projects; 3. Informational needs for assessing the impact of National Development Plan policies, programmes and projects Our country, Ivory Coast, has undergone a long period of economic crisis following the death of the Father of Our Nation, President Félix Houphouet Boigny. 2. Integrating the NSDS into the National Development Plan Needs partly met (no up-to-date reference value or targets for certain tracking and impact indicators. Our country, Ivory Coast, has undergone a long period of economic crisis following the death of the Father of Our Nation, President Félix Houphouet Boigny.
