NC Performance Framework: Past, Present, and Future October 2018 Ms. Stephenie Clark, Education Consultant NC Office of Charter Schools

Session Outcomes Participants will: Identify the origin and purpose of the Performance Framework Understand the current shifts in collections and reporting Influence future collections through feedback and discussion

Purpose of the Performance Framework State Board of Education Strategic Plan Goal 2 Every student has a personalized education Objective 2.4 Increase the number of charter schools meeting academic, operational, and financial goals Measure 2.4.3 Percentage of charter schools meeting or exceeding all financial and operational goals as measured by the Office of Charter Schools’ performance framework

What it Is What it Is Not AND Standard tool for reporting progress towards SBE strategic plan Consolidated view of school performance Requirements governed by law, SBE policy, and the charter agreement * SBE = State Board of Education Gotcha moment to catch charter schools out of compliance Subjective review of submission evidences Additional policies and documentation beyond minimum requirements to operate

Rationale Behind the Framework Clear and consistent annual measure of charter school performance Provide feedback and transparency Outline performance trends over time

2019 Performance Framework: What to Expect Submissions will be uploaded using Epicenter Staggered due dates Monthly submissions from January - April Feedback/communication through the Epicenter system Reference materials and checklists available with submission directions *when possible

Anticipated Changes in the Future May utilize a cycle of reviews for schools Comprehensive deep dive (all measures) Standard review (items that change annually, changes to applicable policies and laws, policy updated by school) Statement of assurance For items marked as “compliant” Format of reporting may change based on what the Epicenter system has to offer

Open Discussion: Logistics Q. What improvements can be made on the collection and review process? Q. What would be an ideal timeline for the collection of resubmitted materials? Q. Do you have any suggestions to improve the formatting of materials and communication?

Open Discussion: Content Q. Do you have all the resources you need to be successful with meeting minimum requirements? Q. What is the best way to communicate measure requirements? Q. Do you have any feedback on what is collected to show compliance with requirements?

Open Discussion: Reporting Q. What reporting metrics would be most useful to a school leader and to a governing board? Q. Do you have any suggestions on how to improve the reporting of compliance ratings? Q. How do you use past Performance Framework reports and data?
