European data policy: Data Economy and Data for Policy ESS Big Data Workshop 2016 Ljubljana, 14 October 2016 Marta Nagy-Rothengass Head of Data Policy and Innovation Unit, DG CONNECT, European Commission

Data Economy has many facets Data has become a resource in various sectors: Publicly funded data, institutional and private data Data offers new opportunities: Combination of different types of data (e.g. geo, traffic and tourism; business and open) Data activities generate externalities, positive (reuse, new business models and services) and negative (privacy, data overflow) Competitive advantage is to offer the right data to the right people at the right time

The challenges for the EU Seize the opportunities provided by the data economy: higher growth, more and better jobs, better-quality and more personalised products and services; Boost Europe's capabilities to embrace the potential of the data economy in all sectors; Preserve European values (e.g. personal information protection, multilingualism)

Europe needs an efficient data ecosystem

Data-driven applications … telecom home automation health lifecycle management water management information marketplaces traffic management market research … will revolutionise decision making! … have great economic potential! energy management

EU actions aim at: Ensuring a data-friendly policy and regulatory environment (e.g. privacy, IPRs, security, ownership) Developing a well-functioning European data ecosystem for a Digital Single Market Supporting competence (skills) Building of secure and reliable infrastructure Enhancing data availability and interoperability Promoting multilingual solutions Building EU-wide data-community

Deliver on the Free Flow of Data Initiative Objectives To tackle restrictions on the free movement of data To address emerging issues (ownership, interoperability, usability and access to data) DSM – Free Flow of Data initiative Communication on Building a European Data Economy Legislative proposal to tackle data localisation restrictions

In the meantime: 4 Communications adopted on 19 April 2016: Digitising European Industry: reaping the full benefits of a Digital Single Market (Chapeau initiative) A European Cloud initiative Priorities for ICT Standardisation eGovernment Action Plan 2016-2020

Open Data Policy Generating value through re-use of open public data 2013 Revised PSI Directive 2011 COM on Open Data Currently: CEF call to support the generation, aggregation and cross-border/cross domain harmonisation of open datasets at all levels of government 2015 DSM: "Encouraging access to public data" European Data portal 2012 EU Institutions' portal 2014 COM 'Towards a thriving Data-Driven Economy' 2011 Communication on Open Data (COM(2011)882) Update of the Commission's decision on re-use (2011/833/EU) 2012 Launch of the EU Institutions' portal www.open-data.europa.eu 2013 Adoption of the Directive (2013/37/EU) amending the PSI Directive 2014 Commission Notice: guidelines on PSI re-use (2014/C 240/01) Commission Communication 'Towards a thriving Data-Driven Economy' 2015 Adoption of DSM Strategy: April 2015 Launch of pan-European Open Data portal: http://data.europa.eu/europeandataportal Review of the Commission's decision on re-use CEF-TC-2016-2: Public Open Data The overall objective of the Open Data service infrastructure is to help boost the development of information products and services based on the re-use and combination of open public data, across the EU 2016 call: Open between 12/5/2016 and 15/9/2016 Budget: 3,5 M€ Co-funding rate: 50% Indicative duration of the actions:up to 24 months

Open Data reinforces Big Data actions Source: WISE study, 2014

Reinforce cooperation with the US on open data Successful EU-U.S. Information Society Dialogue – July 2016 Reinforce cooperation with the US on open data 1 Reinforce cooperation on data driven innovation in public policies 2 JOINT PROJECT: In cooperation with CNECT, EUROSTAT and Department of Commerce of the US, the project will : focus on a statistical programming library that interfaces with EU and US economic databases Offer an integrated access to key indicators Increase usability of open data from both sides of the Atlantic. Design and development of a joint project on open data and economic indicators to be implemented in cooperation with CONNECT, EUROSTAT and US DoC 3

Technology and methodology transfer More than 130 members in the Big Data Value Association (BDVA) since October 2014 Strategic Research & Innovation Agenda (SRIA) for 2016-2020 Total investment (EU+industry) to reach EUR 2.5 billion Lighthouse Projects Technology and methodology transfer Innovation Spaces

Data skills : European Data Science Academy Objectives of EDSA: Ensure the availability of a sufficient number of skilled data professionals across Europe Analyse the required sector-specific skill sets for data analysts across main industrial sectors in Europe Develop data science curricula Deliver trainings based on these curricula http://edsa-project.eu/ Resulting from H2020 call ICT-15: Big data and Open Data Innovation and take-up in H2020 WP 2014-2015 Coordination and Support Action, i.e. main goal is not to develop a tool (as common in most ICT projects), but to identify skills gaps Partners: The consortium comprises partners from academia, research institutes and industry. The coordinator is the Open University ( UK). Further partners are University of Southampton (UK), Jožef Stefan Institute (SI), Fraunhofer IAIS (DE), Open Data Institute (UK), Royal Institute of Technology (SE), the innovation platform ideXlab (FR), the data science company Persontyle (UK) Eindhoven University of Technology (NL)

Data-driven capabilities: Transforming statistics into knowledge Not only for the benefit of the private but also of the public sector Public datasets are a major support to data-driven approaches for policymaking administrative (open) data and statistics about populations economic indicators education, etc. Other side of the same coin: privately-held data (e.g.from social media, sensors and mobile phones) are new data sources for policymaking

Data for better policy-making
