11/27/2018 Leaves and Passes The Leave and Pass Program promotes the maximum use of authorized absences to support health, morale, motivation, and efficiency of Soldiers. Army Regulation 600-8-10, Leaves and Passes, provides policy, procedures, and guidance for managing leave and passes. Upon declaration of a national emergency by Executive Order of the President or upon declaration of war by the Congress, the Secretary of the Army may suspend all leaves for Soldiers. Unit commanders and S-1s are responsible for managing leave and passes.

Leaves and Passes HR NCO (SGT - SSG) HR Clerk (PV1 - SPC) 11/27/2018 Leaves and Passes S1 OIC (2LT – CPT) HR NCO (SGT - SSG) Identify the commander's goals and objectives of the leave and pass program. Establish unit leave and pass policies and procedures to include, but not limited to, special leave accrual, ordinary, convalescent, and emergency leave. Supervise the processing of leave and pass forms requiring battalion-level approval through the battalion chain of command channels. Identify other leave requirements as specified by higher headquarters (Rest and Recuperation Leave, Release from Theater, Foreign Clearance Guide, etc.) Supervise the accurate completion of the Leave Control Log (DA Form 4179-R). Ensure that staff duty personnel can process departures and arrivals during non-duty hours. Supervise completion of leave forms upon Soldiers' return from chargeable leave. Supervise the processing of error reconciliation on chargeable leave. Monitor use or lose leave balances and ensure subordinate units have visibility on Soldiers' leave balances Ensure that special leave accrual requests are processed as required. Review DA Form 31 for accuracy and completeness. Determine the number of days of chargeable and nonchargeable leave. Void a Soldier's leave when a leave request is cancelled. Extend a Soldier's leave when applicable. Process a Soldier's leave form upon return. Certify errors on chargeable leave are corrected. HR Clerk (PV1 - SPC) Review DA Form 31 for accuracy and completeness. Assign a 7-Digit Leave Control Number Update the Leave Control Log Forward DA Form 31 correctly when Soldier departs for leave Determine the number of chargeable and nonchargeable days Processed Chargeable Leave. Reconciled the Leave Control Log. Voided a Soldier's DA Form 31 when leave was cancelled. Extended a Soldier's leave when applicable. Corrected errors on chargeable leave. S1 NCOIC (SSG -SFC) Implement Leave and Pass program
