Leading decision making body of Communist Party. Made all key decisions. Set up in 1919. Met daily and had between 7 and 9 members chosen by central committee.

Ran party affairs when congress was not sitting. 30-40 members Ran party affairs when congress was not sitting. 30-40 members. Had been main body of party until 1919.

Included representatives from city and regional party organisations and its’ purpose was to debate and vote on main policies. Although post 1921 few decisions of central committee were questioned.

Delegates to congress came from this level and party secretaries at this level often had important position.

Being a Party member gave people many benefits and therefore many people joined these groups.
