EXECUTIVE SUMMARY Proposal for Implementation of Remote Tutorial assistance through ‘Virtual Tutorials’ at the Undergraduate level (+3) as supplement to classroom teaching in remote tribal and other areas of Odisha Utkal University 27-11-2018

Objective To create a platform for establishing learning equity amongst tribal students of Odisha across disciplines and across University through a digital mechanism. Utkal University 27-11-2018

What it is all about? The UG learning content (Science, Arts & Commerce) under the new Choice Based Credit Semester System Curriculum structure and the syllabi is to be provided to the students in digital format to ensure equity and break the digital divide. The content would be in bilingual mode i.e. in English and Odia. Initially the Science & Commerce content shall be in English and the Arts & Humanities content shall be in Odia. The content can be printed as course reference material for all including ODL. Utkal University 27-11-2018

A microchip/memory card would be provided to the students, it would contain the course materials, lecture, demonstration, problem solving workouts etc covering both theoretical and practical components. it can be used through mobile phones/ tablets/ phablets/ laptop/ desktop computers etc it would also list open source learning material and provide online connectivity and it would cover B.A, B.Com. and B.Sc. Contd.. University would bear the cost of equipment out of RUSA grant. University would control the academic aspects of course material development- identify authors, course writers and verify e-contents to be adopted. University would print the courseware for distance learner. University would host the materials/lectures etc in the website and manage and control the e-learning portal. The Govt. of Odisha has to provide support for hosting and managing the interactive website. OCAC and Higher Education Department have to collaborate. Utkal University 27-11-2018

The platform once created can be utilized for a number of purposes -ODL -Pre-service training for improving employability of students -NET Training -Civil Service Training -Teacher’s Training -MOOC -Conduct of Ph.D viva etc The platform would be established at Utkal University replicated in various formats. Operational Mode The tender would invite offers from digital education service providers for development of the platform, management of the portal, production of e- learning content and supply of microchip or memory card and maintenance for five years. Content development would be maintained by academic experts drawn from Universities and colleges. A private firm would provide expertise in procurement of hardware, maintain the hardware, and operate the hardware for creation of e-content through supply of manpower. Payment for maintenance of hardware shall be fixed. Payment for the production shall be worked out on hourly basis of the final product. Utkal University 27-11-2018
