Veterans Federal Procurement Opportunities Element 28

JAX/Norfolk Purpose To inform you that veteran-owned small businesses enjoy an advantage when competing for federal government contracts

Details The Rule of Two Competition for federal contracts should be limited to veteran-owned small businesses when the contracting officer concludes that: At least two such businesses will bid on the contract, and The award can be made at a fair and reasonable price that offers best value to the United States.

Details Executive Order 13360 requires that federal procurement officials and prime contractors provide small businesses owned and controlled by Veterans or service-disabled Veterans with the maximum practicable opportunity to participate in the performance of contracts let by any federal agency, including subcontracts.

Details Government contracts may be awarded to service-disabled veteran-owned small businesses through a sole-source award or a set-aside award based on competition restricted to these firms. Before award of a contract the veteran-owned company must be registered in the System for Award Management at https://www.sam.gov/portal/SAM/#1
