PROOF IS IN THE PARTNERSHIPS: COLLABORATION TO ENHANCE CRISIS RESPONSE Dr. Yvonne Eaton-Stull, Slippery Rock University Dr. Melanie Dunbar, Lake Erie College of Osteopathic Medicine

OBJECTIVES 1. Describe the role that partnerships and collaboration with other organizations/agencies plays in responding to crises. 2. Identify examples of ancillary services that can enhance crisis response. 3. Acquire strategies to develop crucial partnerships on the local, regional, and national level.

WHAT DOES PARTNERSHIP MEAN? Collaboration to work jointly with others or together especially in an intellectual endeavor  to cooperate with an agency or instrumentality with which one is not immediately connected  (Merriam-Webster) the state of being a partner; participation Partnership  a legal relation existing between two or more persons contractually associated as joint principals in a business  the persons joined together in a partnership a relationship resembling a legal partnership and usually involving close cooperation between parties having specified and joint rights and responsibilities  “A partnership is an arrangement where parties, known as partners, agree to cooperate to advance their mutual interests.”  Wikipedia

WHY IS IT IMPORTANT? To increase efficacy and impact To efficiently use resources To not add to an already challenging, often chaotic situation

WHAT ARE OBSTACLES TO FORMING PARTNERSHIPS?

DIFFERENT TYPES OF PARTNERSHIPS Informal - flexible -often happen out of circumstance -less time consuming Formal -more detail -comprehensive -bigger process -binding -take more time

DIFFERENT TYPES OF PARTNERSHIPS Mutual Aid Agreements- agreements between agencies, organizations, and jurisdictions that provide a mechanism to quickly obtain emergency assistance in the form of personnel, equipment, materials, and other associated services. (FEMA) Can also be know as Memorandums of Understanding.

DIFFERENT TYPES OF PARTNERSHIPS Parts of a MAA: Definitions of key terms. Procedures for requesting and providing aid. Payment, reimbursement, and allocation of costs. Notification procedures. Roles and responsibilities of individual parties. Protocols for interoperable communications. Relationships to other MAAs. Recognition of licensures and certifications. Sharing agreements. Workers’ compensation. Liability and immunity. Provisions to update and terminate the agreement.

DIFFERENT TYPES OF PARTNERSHIPS MOUS and MOAs are not typically legally binding, unless they meet the requirements of a contract Contract (1) Parties (2) Lawful offer or proposal (3) Lawful acceptance, (4) Promise, (5) lawful Consideration and legally enforceable by law Consult legal counsel. *Presenter is not an attorney and this information is not intended to be legal advice,

WHAT DO YOU NEED TO EFFECTIVELY FORM A PARTNERSHIP? 1. Knowing your role 2. Knowing the role of the other party 3. Knowing each other 4. Patience and persistence 5. Creativity It is important to build partnerships in “blue sky” times. It is very difficult to do in the midst of a crisis
