An Evolving and Dynamic IAEA Transport Safety Unit and TRANSSC Transport Work Plan E. Overview – Is a work plan needed? Have you ever: Thought we already decided to do a task Thought we had a schedule for the task Asked how will we remember what we decided Asked how can we accept a new task given everything already on our plate With increasing requests, limited resources, changing personnel, semi-annual meetings, and “aging memories,” a simple management tool was needed to keep record of “what is on the “transport program plate”

Evolving and New Work In 2011, the Terms of Reference for the Transport Safety Standards Committee (TRANSSC) were significantly expanded to advise IAEA on: Areas for program improvement Application of safety standards Program priorities Increasing requests for IAEA support, especially for developing countries Increased focus on global harmonization of transport regulations and practices TRANSSC member requests for new work

Developing a Work Plan Transport Safety Unit (TSU) and TRANSSC prepared a list of about 60 ongoing/planned tasks Organized the list under eight categories including: Review/revision of regulations Development of guidance Studies and research to improve the transport program Developed a simple priority scheme: Priority 1 – Must Do Priority 2 – Need To Do Priority 3 – Should Do Priority 4 – Could Do Primary focus is on Priority 1 and 2 tasks

An Extract of the Transport Work Plan

Evolving and Dynamic Transport Work Plan Review of the Transport Work Plan is now a routine part of each TRANSSC meeting Updated and posted for review/comment before each meeting List of tasks now subdivided into four sections: Active Tasks Routine Tasks Tasks With No Action (i.e., no resources assigned) Completed Tasks

Evolving and Dynamic Transport Work Plan Evolved into a simple, useful management tool Transport Work Plan provides focus, direction, predictability, and “a record” of ongoing and planned activities Enables TRANSSC to meet new responsibilities and expectations assigned to TRANSSC in the 2011 Terms of Reference Enables TSU to manage and track assigned work
