Supporting a Commonwealth of Communities Desktop Review of a CAMA Conversion BLA Webinar February 7, 2018

Certification Standard (IGR 2017-01) New Valuation System or Conversion Full Field Review or… A request for a desktop review of the data from a conversion will be considered in place of a “full data quality field review” by BLA provided that initial physical inspections are timely completed and that an effective system of building permits or other methods of routinely identifying physical changes is in place. Jurisdictions should employ a set of digital imaging technology tools to supplement field review with a computer-assisted office review. In order for us to consider the request, assessors should answer this list of questions and submit this request to their advisor for review. 1. Is funding in place to fully implement this program, and if not, please explain the community’s plan?

2. Provide a list of the (potential) hardware and/or software required for successful implementation and when it will be installed.

3. Who will provide technical support and is in-house training included with conversion?

Assume most our in an acceptable cycle range. Way behind? Maybe a full filed review makes sense. This will make a difference in the data quality review

5. Will this process (desk top review) be used for all classes of properties? Residential class seems to be converting ok. CI – Issue is the CSC system has a format that is unique and may not convert easily. Southborough and Sandwich both had problems. Exempts would share similar problem as CI – Condos are an unknown – if the condo record is listed in the CSC condo record, not sure. PP is custom in CSC for the community. Table generated update process is best.

Small issues might need manual data entry…who is going to do that?

13. What type of quality control program and performance measures will be in place to assure the data is being reviewed accurately and consistently?

What we expect: To maintain communication throughout the desktop review project Assigned BLA liaison to the project. All routine correspondence and questions can be forwarded to this person Provide a monthly status and progress reports on all classes of property, It is expected BLA staff will conduct a data quality review in the field of sample data converted prior to finalizing assessments. It’s understood that data quality of the conversion is to be deemed acceptable by the bureau for the town to base their FY19 assessments.
