Educator Evaluation and TPEP in Washington State Changes to the law for 2016-2018 Procedures for Evaluation are now addressed in: RCW 28A.405 WAC 392-191A

Key points: Created by Holly Koon, NBCT (Mt. Baker EA) and first teacher members of the State Board of Education Key words on the bottom of the document summarize its intent Additional point: Sometimes the streams converge without connecting. Reference well intended, but disjointed policy.

TPEP Core Principles •Quality teaching and leading is critically important. •Professional learning is a key component of an effective evaluation system. •Teaching and leading is work done by a core team of professionals. •Evaluation systems should reflect and address the career continuum. •An evaluation system should consider and balance “inputs or acts” with “outputs or results.” •Teacher and principal evaluation models should coexist within the complex relationship between district systems and negotiations. NEA Research indicates America will hire approximately 2.25 million new teachers between 2015 and 2021.

TPEP Update: WAC Procedural Revisions • Developed by the TPEP Steering Committee • Final decisions were made by Superintendent Dorn after formal hearing process • Finalized for start of 2016-17 school year • Districts may implement the changes to the Focused Evaluation (WAC 392-191A-120 and 190) in either 16-17 or 17-18 • Applies to both teachers and principals Tired of Clock hours?  Change is here! During piloting, PGPs were very popular among WEA members. They noted the ability to get “credit” for learning activities they were already engaged with at the school or district levels.

Pathway to Non-renewal Remains Under TPEP Evaluation (2 types) Probation Non-renewal Employee discharge for misconduct still stays under Board Policy and references in 5280 & 5281 Tired of Clock hours?  Change is here! During piloting, PGPs were very popular among WEA members. They noted the ability to get “credit” for learning activities they were already engaged with at the school or district levels.

Probable Cause to Non-Renew •Legal framework – RCW 28A.405.210 •Probable cause determination is made by Superintendent •Issue written notice •Specify the causes for non-renewal •Notify of appeal rights Tired of Clock hours?  Change is here! During piloting, PGPs were very popular among WEA members. They noted the ability to get “credit” for learning activities they were already engaged with at the school or district levels.

Evaluations •How many observations are required? All teachers: Minimum of two Third-Year Provisionals: Minimum of three New Employees: One for minimum of 30 minutes within first 90 calendar days •Total minimum observation time All teachers: 60 minutes Third-Year Provisionals: 90 minutes Tired of Clock hours?  Change is here! During piloting, PGPs were very popular among WEA members. They noted the ability to get “credit” for learning activities they were already engaged with at the school or district levels.
