Lloyd Lee Welch was identified at a Maryland police station as a person of interest in the 1975 disappearance at a Montgomery County shopping mall. Welch was said to be watching the girls closely while sitting in the mall. Welch has been convicted of multiple sex offenses against young girls throughout the years.

Efficiency of law enforcement Taking responsibility for ones actions Cold Cases

Many cases throughout the years have been cold cases which means there isnt any more new information. Most of the cases have in fact been opened years later with new evidence or leads. Considering the 1975 disappearance of Katherine and Sheila Lyon, write a well developed essay supporting, refuting, or qualifying if cases should ever be considered cold cases.
