Constraints Poor farm mechanization and non-availability of improved implements for small farms. Poor procurement / storage facility / post harvest management / market support. Inadequate irrigation facility and less use of available ground water. Low credit flow Frequent drought and floods Size of land holding is very less and fragmented land Non - availability of quality seeds of improved varieties of rice within 10 years old particularly for Boro season Stress tolerant varieties of rice and blast tolerant varieties of wheat and quality seeds of improved varieties.

Targeting Rice Fallow Area (TRFA): To cover additional 4.5 million ha under pulses and oilseeds in rice fallow areas of six eastern states by 2020. During 2017-18 , 1.5 million ha has been targeted . So far an area of 10.00 lakh ha has been reported by states. Targeting Wheat Blast areas of West Bengal: To cover 1.90 lakh ha wheat area by oilseed crops in 5 districts of WB.

Bringing Green Revolution to Eastern India (BGREI) A sub-scheme of RKVY (2010-11) Aims to increase productivity of “rice based cropping systems” in eastern India comprising seven (7) States namely Assam, Bihar, Chhattisgarh, Jharkhand, Odisha, Eastern Uttar Pradesh and West Bengal. Activities Cluster demonstrations of rice and wheat Promotion of Cropping system to increase production of pulses and oilseeds in rice fallow areas. Incentive on production and distribution of seeds.
