Upshaw Upshaw negotiates treaty to annex Texas, but dies before he signs USS Princeton accident Calhoun appointed (Review?); Treaty does not get 2/3s (Why?) 1845-Before Tyler leaves office, he gets Congress to approve treaty by way of joint resolution (simple majority)
