The Social Protection Floor Ensuring a basic set of essential social transfer and services, to provide a minimum income and livelihood security for poor and vulnerable populations WHAT? WHICH STRATEGY? Horizontal extensión of Coverage Universal? (for everybody) o Focused? (on a target group below a certain level of income) WHICH AREAS? Health, food security, protection to children, unemployment, elderly

The Social Protection Floor ¿ HOW? Reference level of Income: WHICH IS THE FLOOR? Minimum Wage? - Basic Basket? - Poverty Line? Human Rights-based approach How to finance it? Taxes? – Reform of the Tax System? International Cooperation ? – Foreing Debt – WB? How to institutionalize tripartite participation in designing the system? Specific spaces of social dialogue? Tripartite social dialogue on wages or minimum salaries? Integration Mechanisms with Decent Work? Tripartite Follow Up Mechanisms? State and Employers’ Responsibility on the social floor and its link with decent work promotion

Two final ideas The importance of the relation between Collective Bargaining, Wages and financing of Social Security through sufficient wages, in order to guarantee current and future income The social protection floor can constitute an instrument to extend S.S. coverage to reach vulnerable populations; it has to be part of an integral sistem which nucleus is given by DECENT WORK and DECENT WAGES.

"Social Floor" and "Social Building" are two images to represent respectively the horizontal extension (population) and vertical (quantity and quality of benefits) of the Social Security coverage.
