GOVERNMENT COMMUNICATION TRAINING AND DEVELOPMENT STRATEGIC FOCUS PURPOSE: This document outlines the strategic approach to the government communication training and development; Its purpose is to provide what is entailed in the government communication training and development and the driving factors to this initiative; To define all the processes in the rolling out of government communication training and development; To bring an understanding to the approach in the delivery of government communication training and development. Clarify roles and responsibilities as well as the audience likely to be affected by the communication training programmes. Establish a common approach to communication training (Local Government).
COMMUNICATION TRAINING OBJECTIVES To search for communication training content in government; To identify training programme and qualifications relevant to government communication; To plan and capacitate government communicators and messengers in government communication; To identify and document stakeholders relevant to government communication training development.
MANDATE The GCIS is mandated to professionalize government communication through identifying, coordinating and implementing effective training programmes for all government communicators. GCIS builds competency and professionalization of government messengers. The GCIS and stakeholders (CoGTA, Communicators, SAQA, NSG, PSETA, SALGA, and academic institutions, etc) have to agree on the government communication training approach.

COMMUNICATIONS (COMMTASK REPORT 2000) The Communications 2000 (Commtask Report) lucidly advocates for the professionalization of government communicators. In recommendations 54 to 58, the Commtask Report is emphatic on the development of a set of professional employment criteria for the new stream of professional communicators.. The criteria will be based on experience in the communications field, training and completion of a qualifying course where necessary. Recommendation 57 of the Commtask 2000 is emphatic on the development of a qualifying course which shall contain the appropriate areas of expertice, with special emphasis on the following: Media Liaison: an understanding of how Television, radio and newspapers work and how to prepare information for and liaise with media; Marketing: an understanding of marketing and advertising, including the briefing process Public Relations Research: an understanding of research and how and when to commission it;

GCIS COMMUNICATION TRAINING AND DEVELOPMENT Government Communication Qualification Trainees Implementers 1 Develop and have an approved Government Communication Qualification for communicators. Craft a Specialised Communication Training Manual for inducting political principals (National, Provincial and Local). The selected campaigns will resonate with all South Africans as they directly respond to their immediate concerns. This is backed up by GCIS communication research findings and evidence-based fieldwork conducted by communication officers. The following key campaigns will be led and implemented by GCIS over the next seven months, from June to December 2017 – and thereafter reviewed. Creation of Jobs Gender-based violence Anti-corruption Fighting crime
