135 million people live in the Danube region The state of the sector 135 million people live in the Danube region 17% without access to piped water 20% without access to flush toilets

Access to flush toilets ~80% have access to flush toilets, but only 66% are connected to public sewer networks (huge gaps in BiH, Montenegro and Croatia) Lack of access to flush toilets is most relevant in rural areas

connection to WWTP 2000-2015: increase in connection to WWTP from 35% to 45% of total population Major differences in % of connected people in individual countries: AUT 97%, KOS 2%

Why Performance indicators?

Different actors need different information Why pI Data? Different actors need different information to manage, to regulate, to organize, to plan, and and to improve water services

Information needed The Utility – information to manage the utility and to ensure efficiency of operation The Municipality – information to manage the costs and to have oversight of operation The National Government – information to set policies and develop strategies The Financial Institutions – information to monitor the success of investment The Regulator – information to control quality and set tariffs The National Water Utility Association - information to support its members The Consumer – information on the quality and aspects of service

Efficiency of PI Systems? Can one PI Systems serve all actors? Probably not, but they can/should be organized as systems, they should ensure reliability of data, they should ensure comparability of data, they should be collected efficiently, and serve the purpose, for which intended

The Danube Water Program The program offers activities in five areas of work (pillars) that fall under four broad categories
