Growing the Vision: Next Steps for Open Access Library Publishing Shawn Martin IDEASc Fellow, Indiana University Libraries as Publishers: Building a Global Community August 11, 2016

Variety of Case Studies Indiana University University of Pennsylvania Duke University California Digital Library Commercial Companies Digital Science ResearchGate Multi-Stakeholder Initiatives SHARE VIVO OpenAIRE Case Studies are pieces of a large puzzle: How should libraries implement a larger vision for library publishing in the future?

Thought Experiment: Imagine a World All Research is Open Access Anyone can Read Reuse Research outputs are not just Articles Books Research outputs are also Databases Websites Raw Data Combinations of all of the above Image from: http://www.publicdomainpictures.net/pictures/130000/velka/world-people-1440153021xtA.jpg

Libraries/ institutions Research Management New research outputs Outputs are discovered differently Expectations of users are different Expectations of creators are different Libraries/ institutions Need to re-think how we manage research outputs No single approach Multiple tools being used to accomplish parts these goals Research management institutions (libraries) need to think holistically about how to use these tools Also need to think about policies to encourage use of tools

Implications for Library publishing Institutional repositories and publishing programs are only part of the answer Different research outputs (articles, data, websites) must all be managed by libraries These research outputs must somehow be brought together in one place Research outputs must be integrated across universities Research outputs must be measured and impact determined for evaluation

Not just a technical issue Institutions need better research management policies Many open access policies How many open scholarship policies? Do open scholarship policies address issues of technical integration or assessing impact? Need new models of open scholarship policies that address complex problems of modern research

Conclusions In a world imagined Complete open access Multiple research outputs Such a world requires Integration across multiple platforms Better ways of managing different outputs Better ways of assessing impact Research management institutions (libraries) must Create better technical solutions to handle multiple platforms Help to create better policies for regulation of research Help users to understand an incredibly complex ecosystem
