Methodology Survey conducted by telephone (fixed-line and mobile phone); Fieldwork: 15 November - 7 December 2012; Sample size: 41,500 Population: European citizens aged 15+ living in each city covered; Coverage: EU28 + Iceland + Turkey + Norway + Switzerland; Previous waves: Flash 277 (November 2009) Flash 194 (November 2006) Good afternoon everyone, My name is Pascal Chelala and I am the Managing Director of TNS opinion. My company is currently in charge of the Eurobarometers surveys for the European Institutions. It is as such that I was invited to share with the audience today the results of the Flash Eurobarometer survey on citizens' perception of the quality of life in European cities A quick word on Methodology This survey was conducted end of last year, using the telephone as data collection mode. The target population was European citizens aged 15 years and over living in each city covered by the surveys. The coverage was designed to include 79 cities and the surrounding areas of Athens, Paris, Manchester and Lisbon; These 83 cities were spread over the 28 member states Turkey, Norway and Switzerland. Each city we interviewed 500 citizens which adds up in total 41500 making it one of the biggest Flash Eurobarometer surveys we have conducted last year Finally, the same survey has been already conducted twice in 2009 and 2006, which gives a good opportunity of understanding how the situation of cities evolved over time. For the purpose of today’s presentation, I will whenever relevant comparing the 2012 results with 2009,
1. Overall satisfaction – EU capital cities In all cities, a majority of citizens are satisfied to live in their city Ranging from 97% in Aalborg (DK) to 52% in Athens (EL) Satisfaction levels reaches 80% and above in all capital cities I am satisfied to live in [CITY NAME] An overwhelming majority of respondents is satisfied to live in all cities ranging from 97% in Aalborg to 52% in Athens The extent of this overall satisfaction is such that in all but 6 cities surveyed, at least 75% of respondents expressed their satisfaction to be living in their city Finally, you all know the saying « small is beautiful ». It looks like it applies on this indicators. All the 6 « small » cities that we included in this surveys (Aalborg, Oulu, Burgas, Luxembourg, Braga and Piatra Neamt) had level of satisfaction amongst their citizens above 95% Q2 I will read you a few statements. Satisfaction with public spaces Satisfaction with regard to public spaces is over 70% in three-quarters of the cities surveyed (63 out of 83) Only in 4 cities, a majority of dissatisfied with their city’s public spaces High correlation with the overall satisfaction Public spaces such as markets, squares, pedestrian areas +1 -4 -1 -4 +3 After measuring the overall satisfaction of citizens to live in their cities, we wanted to understand how this is reflected on several services provided for in the cities. That is we wanted to measure the satisfaction of citizens with specific services like, health care services, educational sport and cultural facilities, Public spaces. Today I have chosen to present two indicators and invite all of you who would be interested in more details to read the report. The first one is public spaces. Our survey showed that Satisfaction with regard to public spaces is high in almost all cities. Satisfaction reaches or even exceeds 90% in seven cities and is over 70% in 63 cities out of 83 Only Four cities have gathered a majority of respondents dissatisfied with this dimension.(Athens, Palermo and La Valetta) Finally, it is worth mentioning that this dimension generates the highest positive correlation with the overall satisfaction, meaning that the higher people are satisfied with public spaces of their city the higher would be their overall satisfaction in living in it. = -10 = -2 Q1 Generally speaking, please tell me if you are very satisfied, rather satisfied, rather unsatisfied or not at all satisfied with each of the following issues in [CITY NAME]?
3. Satisfaction with public transport The level of satisfaction with public transport in European cities varies significantly between cities Satisfaction above 70% in half of the cities surveys Public transport, for example the bus, tram or metro -2 +3 +1 -1 -5 -20 +1 -3 -3 -1 -15 The level of satisfaction with public transport in European cities varies significantly between cities: it ranges from 95% in Zurich to 14% in Palermo In half of the cities, about 7 respondents out of 10 are satisfied with public transport it is worth noting 3 french (Lille, Rennes and Strasbourg) and 3 German (Dortmund, Hamburg and Rostock) cities are present in the top 10 of the cities scoring high level of satisfaction. While 4 out the six italian cities included in this survey ranked in the bottom 10 cities. In all a majority of citizens was dissatisfied with the public transport. Compared to 2009; Together with Antwerp in Belgium, Oulu had the biggest negative evolution of the number of people satisfied with their public transport (-21 pts in Antwerp and -20 pts in Oulu) Finally and may be to finish on a positive note, the best improvement was witnessed in Nicosia where the level of satisfaction reached 50% representing a positive evolution of 33pts. +5 -13 -1 -3 -5 +10 +2 Q1 Generally speaking, please tell me if you are very satisfied, rather satisfied, rather unsatisfied or not at all satisfied with each of the following issues in [CITY NAME]?
It is easy to find good housing at a reasonable price in [CITY NAME] In more than half of surveyed cities, respondents disagree that finding good housing at a reasonable price is easy In 6 cities, the level of disagreement exceeds 90% It is easy to find good housing at a reasonable price in [CITY NAME] +10 +20 = +1 +17 -2 +10 Although slightly improving in most European cities, the availability of housing at a reasonable price is poor according to citizens. One could say that it is not a surprise to see big capitals and large cities as places where citizen think it is most difficult to find reasonably priced housing. In Paris, Geneva and Munich almost all citizens disagree that it is easy to find good housing at a reasonable price – the ratio of disagreeing respondents is 95% and 94% respectively. On the other hand in 9 cities, more than 60% of respondents agree with this statement. It is worth mentioning that amongst those 6 cities we find 4 out of the 6 small cities that were included in our survey, that Piatra Neamt, Braga, Oulu and Aalborg. -6 +2 -10 +32 Q2 I will read you a few statements. 5. Presence and integration of foreigners The presence of foreigners is good for [CITY NAME] EU Capitals Total ‘Agree’ Total ‘Agree’ Diff. 2012-2009 Diff. 2012-2009 Foreigners who live in [CITY NAME] are well integrated Total ‘Agree’ Diff. 2012-2009 A majority of citizens we interviewed agrees with the fact that the presence of foreigners is good for their city. It is the case for almost all cities (note: in fact, we have witnessed only Athens and Nicosia a majority of citizens were in disagreement with this statement) The level of agreement is also high in almost all EU capitals (to the exception of Athens and Nicosia) reaching 89% in Copenhagen a low 26% in Athens When it comes to how well foreigners are integrated in their city, the picture is slightly different although in a majority of cities citizens considered that this was case that is Foreigners are well integrated in their cities, we have recorded a bigger number of cities where citizens were in disagreement with this statement . It is the case for example in Rotterdam, Graz, Vienna, Malmo, Stockholm, Antwerp, Brussels, Athens, … Q2 I will read you a few statements. Please tell me whether you strongly agree, somewhat agree, somewhat disagree or strongly disagree with each of these statements?
[CITY NAME] is committed to fight against climate change A majority of respondents in almost two-thirds of cities (54 out of 83) agree with this statement [CITY NAME] is committed to fight against climate change Another aspects we wanted citizens to express an opinion is to what extent they agree or disagree with the fact that the city they live in is committed to fight against climate change A majority of respondents in almost two-thirds of cities (54 out of 83) agree with this statement In the high agreement level, 4 out the 6 french cities that were included in this survey ranked amongst the top 6. Strasbourg and Bordeaux leading the way followed by Zurich and Luxembourg. I am tempted to say that in 13 cities a majority of inhabitants disagree that their city is making sufficient effort in fighting against climate change. Final 9 of those 13 cities are Capital cities Q2 I will read you a few statements. 7. What citizens consider as most important issues for their city Respondents were asked to identify the three most important issues for their city from a list of 10 which included the following items: Safety Air pollution Noise Public transport Health services Social services Education and training Unemployment Housing Road infrastructure Health services, followed by unemployment and education and training are the three main issues of respondents in the cities surveyed

Citizens consider as most important issues for their city In 64 out of 83 cities, citizens cite health services as one of the three main issues for their city Unemployment was also identified among the three most important issues in 58 cities EU Capitals EU Capitals Perception of health services ranked first among the most important issues in 34 cities Health services varies significantly across the cities in Europe: from 76% of people in Piatra Neamt to just 10% of respondents in Ostrava Q4 In your opinion, among the following issues, which are the three most important for [CITY NAME]?
