State Highway Safety Office Partnering with your State Highway Safety Office Provide Broad Overview of Funding Restraints Examining the 3-yr Planning Cycle What it Takes to Build a Good Project Securing & Spending Your Grant Funds: Our Taxpayer $$$$

Three Types of State Highway Safety Offices ARE NOT ALL Created Alike Three Types of State Highway Safety Offices Data, grants, federal spending plan (all) Programs, training, media, analysis (50%) Policy, legislation, Governor-Committees (15%)

MAP – 21 Moving Ahead for Progress in the 21st Century SAFETEA-LU signed into law by the President August 10, 2005. The Act provides a record level of funding for NHTSA’s behavioral programs in SAFETEA-LU, almost $3 billion over four years. With this large increase in safety funding, SAFETEA-LU increases the public’s expectations for gains in highway safety.

Every SHSO is Different Each state has a different structure, view and approach to Motorcycle Safety… the same applies to the highway safety offices Not all managers of SHSOs will see the strength /need for what you are requesting – well written grants speak for themselves! Outreach and contacts are often a driving force for highway safety offices; become a link for new partnerships

Performance Measures Every plan must have defined and deliverable measures, at the program level as well as at the project/grant level Look for examples of where a working relationship has been established (and not just for the money – get involved in the programs) Understand the expectations of reporting Highway Safety Offices will continue to be under tighter scrutiny in the future

SHSP PROCESS & EVALUATION Quarterly Status Reports – Grant Projects OUTCOME EVALUATION Fatality & Injury Crash Data IMPACT EVALUATION Year-Round KABs Statewide Surveys The concept of a strategic highway safety plan has been around for some time The first and second edition were developed by SHA First edition of SHSP – 1999 Second edition – 2003 The 2006 edition was a little different. It was mandated by SAFETEA-LU, Section 148 and contained a list of criteria for the development process that included a stakeholder driven plan. The current plan expires at the end of 2010. We have been working with stakeholders and partners for the past year to analyze data to identify our top emphasis areas. Fourth edition will cover 2011 - 2015

Strategic Highway Safety Plan Securing Grant Funds The Highway Safety Plan (or HSP) establishes the river banks of the program Funding sources establish the reason for “yes” as well as the reason for “no” Competitive Grants vs Problem Identified Strategic Highway Safety Plan

Spending Grant Funds Federal approval may be required for various items Buy America; Cost Thresholds; Conforming Products Eligible items (added time, OT, supplies, training, newsletter, and equipment) Sect 405f – Special Funding Restrictions Special reporting

It Isn’t Always the $$ Build a working relationship for the long-term Be part of a team, include others like … Statewide Safety Coalitions; SHSP Emphasis Area Teams; National Safety Advocacy Organizations Look for other ways to be involved, media, video library, posters, PSA’s, etc.

If You Have a Grant … Always, always, always keep the SHSO up to date, never let a problem fester Realize there are audit or on-site monitoring requirements If you need a change in project scope, objectives or measures . . . . . request it If the HSO is a “program” or “policy” level office, they may have help for you
