IEC TC57 Smart Grid Activities Scott Neumann USNC TA IEC TC57 November 6, 2009

IEC TC57 Title: Power systems management and associated information exchange Scope includes control room, enterprise integration, substations and field devices Key TC57 standards used in the industry include TASE.2, 61850, CIM Has a member funded users group: UCA International Users Group Most NIST PAPs involve TC57 TC57 has a ‘Smart Grid Task Force’, with Scott Neumann and Jay Britton as co-leaders through WG19

Key IEC TC57 Working Groups WG10: Substations (and field devices) WG13: Transmission WG14: Distribution WG15: Security WG16: Energy Markets WG17: Distributed Energy Resources WG19: Harmonization (and architecture)

TC57 Involvement with NIST PAPs Area Title TC57 WG Directly Involved TC57 WG Indirectly Involved or Affected Other IEC TCs Involved or Affected Others Involved or Affected PAP 1 IP 15 ? IETF, IEEE, ZigBee PAP 2 Wireless PAP 3 Pricing 16, 14, N OASIS, NAESB PAP 4 Schedules OASIS, NAESB, CalConnect PAP 5 Meter Data Profiles 14, N 13 ANSI PAP 6 Models for Meter Data Tables PAP 7 Electric Storage Interconnection 17 10 69 IEEE PAP 8 CIM for Distribution Grid Mgmt 13, 14, 17, 15 IEEE, NRECA PAP 9 DR Signals 14, 16, 15, N OASIS, NAESB, ZigBee, SAE, IRC PAP 10 Energy Usage Info 14, 15, N OASIS, NAESB, ZigBee PAP 11 Models for Electric Transportation 14, 15, 17, N SAE PAP 12 61850/DNP3 Mapping 13, 14, 17 DNP, IEEE PAP 13 Time Sync, C37.118, 61850 PAP 14 Power System Model Mapping 13, 14 SGIP Smart Grid InterOp all IOPs, EPRI, NRECA, Utilities

Need a New Joint WG Focus: Information exchanges related to consumer energy applications and service providers TCs needed: 57, 13, 69, others? Coordination with OASIS, ZigBee/Homeplug, NAESB, others? necessary TC57 leadership so far is favorable to this May address many issues of potential scope conflict

Joint WG Applications: Out of scope: Smart Appliances Thermostats Load Control Devices Sub-meters Plugin Electric Vehicles Distributed Energy Resources (consumer connected) Demand Response Energy Storage Devices (consumer connected) Building Energy Management Systems Building Automation Out of scope: Distribution connected DER Distribution connected Energy Storage Information exchanges that are entirely ‘contained’ within an enterprise, control center or premise

Joint WG Potential Projects Standardization of the ZigBee/HomePlug ‘Smart Energy Profile’. This would define interfaces to ‘home’ or ‘premise’ area networks. These interfaces could be direct (via internet) or through AMI Second edition of IEC 61968-9 (integration of metering systems) recognizing PAPs 6 and 9, SEP, etc. This would build upon current standard, ANSI C12.19, COSEM, ongoing interoperability efforts. Extensions to the CIM for demand response (PAP 9), in collaboration with OASIS efforts Extensions to the CIM to reflect the PAP 3 and 4 scheduling and pricing efforts, in collaboration with OASIS efforts Definition of standard interfaces for the access of consumer energy usage information (PAP 10), in collaboration with OASIS efforts Definition of models and standard interfaces as needed for communication between utilities, ISOs, service providers and consumers using the internet

Actions Needed … Agree within the US that a joint WG is needed Initiate an ad-hoc working group (minimally within TC57) to answer the questions of scope, collaboration and specific projects for this working group Identify potential convener candidates Formalize a joint working group within the IEC Next TC57 plenary is May 2010 in Sweden Other? (most certainly)
