STAR Health Program Stephanie Muth, Texas State Medicaid Director

Overview of STAR Health Implemented in April 2008 HHSC focused on characteristics important to this population and has implemented a number of unique programmatic elements: Immediate eligibility and access to a statewide provider network Increased focus on behavioral health services Service management and service coordination Access to an electronic Health Passport

Overview of STAR Health Serves approximately 30k children and youth in the foster care system Children in state conservatorship Young adults up to their 22nd birthday who have voluntary foster care placement agreements Young adults up to the month of their 21st birthday who were formerly in foster care and are receiving Medicaid services (through youth transition eligibility categories) Single statewide MCO

Future of STAR Health Currently in development phase of RFP Collecting stakeholder input via RFI and survey State survey to collect information on similar models and best practices Cross-agency work groups looking at all sections of the contract to determine needed programmatic or operational revisions
