IT IS WIDELY RECOGNIZED THAT ECONOMIC DEVELOPMENT IS INCREASINGLY LINKED TO A NATION’S ABILITY TO ACQUIRE AND APPLY TECHNICAL AND SOCIO-ECONOMIC KNOWLEDGE AND THAT THE PROCESS OF GLOBALIZATION IS ACCELERATING THIS TREND. OUR 1998 WORLD DEVELOPMENT REPORT OBSERVES THAT “THE CAPACITY TO ADOPT AND DISSEMINATE RAPID TECHNOLOGICAL ADVANCES IS DEPENDENT ON BETTER PUBLIC SUPPORT FOR tertiary EDUCATION”.
