Communication and Information Resource Centre Administrator Good morning everybody. I am Juha Myllyaho. I am working in the unit of Mr Knueppel Eurostat E2. I have been there only for one month mainly trying to learn the functionality of IRC, which I am trying now to present to you IRC is a project financed by IDA and it is part of DSIS Distributed Statistical Information Services. Sponsored by the IDA programme

CIRCA Controlled exchange of information between European Institutions and the Member States Administrations Using Internet and Web technologies Fast firewall-secured server run by the Informatics Directorate of the Commission The target of IRC is to have a tool which helps controlled exchange of information between Eurostat and the Member States Administrations improve visibility of European projects & involvement of partners using Internet and Web technologies

Main concepts Interest Groups Access classes What You See Is What You Have Access to No HTML knowledge is required An information page through HTML documents (web pages). A library containing documents in several formats and software that can be downloaded and auto-installed at the user workstation, arranged in sections. Newsgroups providing a forum for discussions among members of workgroups or project partners. A Central User directory containing the IG Users as well as the Contact addresses of persons and organizations. A contacts service containing contact addresses of persons and organizations. A meetings service for announcing and preparing meetings. Newsgroups providing a forum for discussions among members of workgroups or project partners  Search facility incorporating various application document summarizers is provided  A group of administrative as well as On-line help service is also provided

CIRCA: Services Information (static HTML) Library (documents and other files) Directory (users) Meetings (calendar) Newsgroups (Usenet technology) Search Administration An information page through HTML documents (web pages).

Information Information pages in the form of static HTML pages Unused and expired entries and their associated files can be monitored and managed. Public pages for each IG will be created and implemented by a Leader by assigning public Access Rights to an information section object (entry point, directory).

Library Organised in sections and sub-sections that contain documents up-loaded by authorised users Documents can be viewed, down-loaded or sent to you by E-mail User can be automatically notified by E-mail of any change in any particular section This mechanism will enable the IG Leaders to manage user access to files. By default, the documents would inherit the Access Rights of the hosting library section. The Leader will be able to grant access to individual users or user classes. Housekeeping functions will be provided on: The expiration of unused documents.Unlink documents (i.e. make unavailable selected documents of a section). Management of unused and expired documents During uploading (either of a single document or Bulk uploading) the user will be presented with a combo box containing all existing Keywords. He/she will be able to select, modify keywords as well as add/delete new ones. The keyword content of the combo box will be updated every time a modification, addition or deletion takes place.

Newsgroups Provides forum for discussion among members of workgroups or project partners Uses Usenet technology (NTTP and HTTP) This mechanism will enable the IG Leaders to manage user access to Newsgroups services and items. The authorized users will be able to grant access to individual users or user classes.

Meetings Space for announcements, venue, agenda and participants list Hosts Virtual Meetings (on-line chat sessions with automatically generated meeting record and participants list) This mechanism will enable the IG Leaders to manage user access to Newsgroups services and items. The authorized users will be able to grant access to individual users or user classes.

Search Enables easy location of any kind of information items (documents, messages, meetings,…) using criteria such as keywords time full text search structured queries, etc A search facility is available for easily locating specific items through keywords or their Boolean combination. These summarizers will be an integral part of the search facility provided under version 2.0.

Directory Contains information on users authorised to access that particular Interest Group Not accessible by the public A centralized user directory service at a Site level will be introduced The authorized users will be able to bulk download/upload or bulk delete users to/from the central user directory. The mechanism that will support bulk uploading and downloading operations will be implemented through the exchange of text files (MS Excel compatible). These text files will contain the user attributes in a structured manner providing effective bulk operations to the central user directory. The IG Leaders or the IRC Administrators will be able to select single or multiple users from the user directory and provide them access to a particular IG. In order to perform these actions in a practically acceptable manner (in terms of time and user-friendliness especially when the list is expected to grow quite long), they will be able to view this directory through a sorting/filtering mechanism that will display the users according to pre-specified criteria (see filtering section).

Administration Provides full remote control on access rights assignment, configuration and customisation of the IG Statistics on usage IG can be partially opened to the public to promote your ideas A centralized user directory service at a Site level will be introduced The authorized users will be able to bulk download/upload or bulk delete users to/from the central user directory. The mechanism that will support bulk uploading and downloading operations will be implemented through the exchange of text files (MS Excel compatible).
