Social and Civic Media in a parliamentary context ECPRD - European Centre for Parliamentary Research and Documentation "FROM E-PARLIAMENT TO SMART-PARLIAMENT“ Social and Civic Media in a parliamentary context Part II Fondazione <ahref Rome, Senato della Repubblica and Camera dei deputati, 12 - 13 June 2014

<AHREF FOUNDATION The first Italian organization that explicitly includes in its charter the study of the overall Internet audience and its relationship to society, information and institutions. 2

national and even international attention. <AHREF FOUNDATION <ahref promotes and develops projects that will also include pilot projects designed to test, verify and disseminate ideas that emerged in the research, consistent with its aims and objectives at local, national and even international attention. 3

<AHREF and the Italian Senate One of the most relevant areas of research and development which <ahref is focusing on is the relation between citizens and institutions. In this sense, <ahref partnered with the Italian Senate to conduct a report aimed to survey and classify the web platforms that simplify and influence the political process. 4

Information and idea-gathering Deliberation and active participation <AHREF and the Italian Senate This report focuses on the technologies that can be classified as civic media and suggests possible ways for using these tools. the relationship between citizens and public institutions is organized around three fundamental practices: Information and idea-gathering Consultation Deliberation and active participation 5

<AHREF and the Italian Senate Idea gathering Sunlight Foundation is a no-profit organization born to finance projects aimed at making transparent the of the U.S. Congress activities. 6

<AHREF and the Italian Senate Consultation e-petitions is a platform to influence government and Parliament in the UK. You can create an e-petition about anything that the government is responsible for and if it gets at least 100,000 signatures, it will be considered for debate in the House of Commons. 7

<AHREF and the Italian Senate Consultation Your Voice in Europe is the European Commission’s “single access point” to a wide variety of consultations, discussions and other tools which enable you to play an active role in the European policy-making process. 8

<AHREF and the Italian Senate Consultation IdeaScale is an innovation management platform for the collection of feedback and ideas. 9

<AHREF and the Italian Senate Deliberation The adi! platform promoted by the Basque Parliament allows citizens to bring their voice directly to parliament. This is accomplished by opening debates on current affairs and legislative projects, offering citizens the opportunity to provide their contributions. 10

Deliberation LiquidFeedback is an open-source software, <AHREF and the Italian Senate Deliberation LiquidFeedback is an open-source software, powering internet platforms for proposition development and decision making 11

<AHREF and Civic Media – CIVI.CI After the consulting project with the Italian Parliament <ahref Foundation is developing a new web platform for discussion and collaboration between citizens on political issues. 12

<AHREF and Civic Media – CIVI.CI CIVICI is an e-democracy application designed to collect and sort proposals from members of a community. Our goal is to make it scalable from a condo to a country. 13

<AHREF and Civic Media – CIVI.CI Any user can post proposals on different topics. Users can express one opinion on each proposal (and they can change it, of course) and add links to proposals to expand and explain them. 14

Partecipa.civi.ci is been the first deployment of CIVICI. <AHREF and Civic Media – CIVI.CI Partecipa.civi.ci is been the first deployment of CIVICI. A collaboration with the Italian Governament to collect proposals for the Constitutional Reform Consultation. 15

<AHREF and Civic Media – CIVI.CI One of the most interesting features is the triangle that we designed to collect a position, along with a written opinion, on all proposals. 16

<AHREF and Civic Media – CIVI.CI Just click green if you agree, red if you don’t agree; up if you fully understand the proposal, down if you don’t understand it, and everywhere in between. Of course, if you don’t understand you can’t agree or disagree. The goal is to use the voting patterns collected with this UI to help improving proposals 17
