Steps taken by the HC/HCT in Iraq to strengthen protection: Protection is a standing item on the HCT agenda. Protection principles underpin the five strategic objectives of the HRP. The protection strategy provides a framework for addressing specific risks and preventing the recurrence of rights violations. Collective leadership ensures clear and streamlined integration of protection into statements and actions across humanitarian partners. Mosul Concept of Operation Frequent interaction with Iraqi leaders and security forces during the preparatory phase with focus on PoC. Active media outreach. Proposing concrete measures in support of PoC for IDPs fleeing the city as well as civilian populations who remain in the city. Engaging different actors on evacuation routes and screening centres. Development of mechanisms to track conditions on the ground and channelling real time information through deep field staff to Humanitarian Operation Centre. Senior Transformative Agenda Implementation Team What is STAIT? The Senior Transformative Agenda Implementation Team (STAIT) was created by the Emergency Directors’ Group (EDG) in December 2013. Its purpose is to provide peer support to Humanitarian Coordinators (HCs) and Humanitarian Country Teams (HCTs) to strengthen the effectiveness of humanitarian response in the field. The team reports to the EDG, is hosted by OCHA, and supported administratively by UNDP.
