History Task force forms in 2008, under the SAE Brake Lining Standards Committee, in response to California and Washington State legislation on brake pad copper, heavy metals, and asbestiform fibers. Heavy metals and asbestiform fibers have long been considered noncompliant substances by OE’s in general  thus the new challenge was Copper. By 2021, brake pad copper content must be below 5.0% by weight in the U.S., and by 2025 below 0.5%. In response, a large cross section of brake manufacturers, OE’s, and regulators participated in the task force to make the regulation a reality…

History Issuance of SAE J2975 monitor test methodology for copper, heavy metals, and asbestiform fiber content. Issuance of SAE J866 part marking standard update to codify per the regulation. Current status North American braking industry has fully adopted the spirit of the copper regulation, and is proceeding with meeting the established timelines for copper. The task force now shifts to provide support for brake emissions through PMP. Carlos Agudelo and Matt Robere actively participating in brake emissions task forces #1 and #2. Intention is to support the PMP to develop one global set of brake emissions measurement standards.

Future vision As the topic of copper in North America comes to a close in the coming years, the TF can shift focus as needed to other areas. SAE will continue to support the PMP brake task forces to develop standards, and promote harmony between regions. In the event of any future NA regulation in this area, the TF will engage the full group to mechanize how to comply.
