Goals to Achieve 65x25 Increase Number of Adults With High Quality Credentials Attract and Retain More Individuals w/ High Quality Credentials in New Hampshire Increase employer participation in efforts that support employees with continuing education and completing their degree Improve career pathways Increase number of new hampshire high school students attending college in new hampshire Improve postsecondary persistence and completion Increase affordability 11/29/2018

STRATEGIES Ongoing validation of prior learning assessments (PLA) and potential expansion to additional program areas Outreach to adults that started but did not complete a degree (“non- completers”) in NH including non-returners within NH 2- and 4-year institutions Link students to internships, practicums and apprenticeships Support programs targeting young adults to live and work in NH Support efforts to enroll more out-of-state students Identify efforts to attract adults with high quality credentials to live and work in NH, including “selling” NH as a good place to move to for its robust higher education institutions/communities Develop sector-specific workforce education pathways (Sector Partnership Initiative) Continue working with employers to create workforce development pathways NOTE: These goals are not numbered by importance but simply for ease in reference. The strategies are not prioritized. The work group did go through to identify the strategies that they believed deserved attention, but they did not rank order these. In the next stages of work, this is something that should be considered. 11/29/2018

STRATEGIES Facilitate achievement of/toward initial credentials in HS Expand dual enrollment programs (e.g., Running Start, early college programs) and dual admission (Dual NH) Expand competency-based and experiential learning Build additional robust transfer programs Implement policies and programs that reduce time to credential and removes barriers to completion, including: Guided pathways - Block scheduling - Structured schedules - Full-time is 15 credits - Co- requisite remediation courses – Enhanced Advising Implement outreach program to contact students who have failed to register on-time Student loan forgiveness partnerships for employees/ educational benefit Support scholarships for target groups Support increase in state funding for higher education NOTE: These goals are not numbered by importance but simply for ease in reference. The strategies are not prioritized. The work group did go through to identify the strategies that they believed deserved attention, but they did not rank order these. PRIORITIES FOR IMMEDIATE ATTENTION AND NEXT STEPS Higher ed will continue existing efforts outlined and keep broader group informed Seek inclusion and prioritization of 65x25 attainment in legislative advocacy efforts from the Coalition, BIA, NHCF, and other leading organizations in New Hampshire NEXT STEPS HEC - Identify and prioritize recommendations and strategies which are beyond the immediate scope of higher education Work to transition/collaborate on those strategies in support of 65 by 25 goals Continue to convene, update, share, collaborate OTHER Understand long-term “pipeline” needs and goals that will position NH for successful economic future NOTE: These goals are not numbered by importance but simply for ease in reference. The strategies are not prioritized. The work group did go through to identify the strategies that they believed deserved attention, but they did not rank order these.
