Agenda Problem Facts Assumptions Concept Discussion Phase 1 Phases 2a and 2b Phase 2c Phase 3 Discussion Tonight I will provide an overview of Operations Directorate activity since May 2014, looking at seven discrete categories of operations in which my departments are simultaneously engaged.

Problem Develop and promulgate procedures regarding the design, placement, and installation of banners on school campuses outside school buildings.

Facts Each school has a variety of banner sizes, configurations, and pricing models. Schools place banners in places that detract from the school appearance. Huntsville City Schools has lacked a central procedure for banner management. Huntsville City Schools is committed to allowing schools to retain funds generated by banners. I use our transport spreadsheets as a lens through which to view the plethora of simultaneous support operations my directorate was engaged in at the same time we were beginning all the other operations I will detail here tonight. This chart describes the overall June summer school transport situation. AT each of these schools, we were providing full support services in maintenance, security, and custodial: basically, June was another month of school.

Concept (Phase 1) Identification and cataloging of all banners and supporting documentation on how school leaders acquire, retain, and profit form banners. Creation of spreadsheet containing:     A digital photo of the banner. Indication on a campus site map as to the location of the banner.     Identity of the banner provider or owner: o   School System o   School o   PTA o   Community Group o   Other Indication as to the amount of revenues earned for the banner if any, and the entity to which such are paid. The period over which revenues are earned for the banner (week, month, year, perpetuity, unspecified).     Expiration date of any agreement for which banner revenues have been received.      Banner height and width to the nearest foot.      Subjective evaluation of the banner condition: o   New o   Good o   Poor: Torn or perforated (other than perforations incorporated in the banner design) Flapping in the wind Faded Phase 1 is complete as of 31 January 2016.

Concept (Phases 2a and 2b) Relocation of banners that meet relocation criteria. Repair or removal of banners that meet unserviceability criteria. Phases 2a and 2b are complete as of 13 February 2016.

AT each of these schools, we were providing full support services in maintenance, security, and custodial: basically, June was another month of school. PAM conducts work flow as required. Phase 2c began 15 February 2016.

Concept (Phase 3) Design a District level process that all school leaders will follow that standardizes all aspects of banner management in Huntsville City Schools. Phase 3 milestones: Draft procedure to Superintendent: March 2016. Procedure approved by Superintendent and Board of Education: Summer 2016.
