MSFD PoMs workshop on CEA/CBA WRAP-UP 1 April 2014 Brussels

Pragmatic approach Measures PoM Recommendation Example CEA CBA Article 13.2 Community Legislation and International Agreements EXISTING Category 1 measures Eg Nitrate Directive action plan No National legislation not implementing Community Legislation and International Agreements Eg ban on marine mammal catch/bycatch (BE) Eg Fishing for litter already implemented No (ref. eg MPA) Measures relevant for the achievement of Environmental Targets under the MSFD that have been adopted under other policies but that have not yet been implemented Category 2 measures Eg ‘phased’ WFD measures Additional measures to reach GES which build on existing Community legislation and international agreements but go beyond what is already required under these; NEW Category 3 measures Eg further nutrient reduction required Baltic Sea – WFD Yes Yes? Additional measures to reach GES which do not build on existing Community legislation or international agreements Category 4 measures Eg ban on use of certain fishing gear Pragmatic approach

Existing measures: - don’t report again if reported elsewhere. - are included in the baseline and expected effect of already implemented legislation delivers the baseline (if baseline includes future scenario) Baseline scenario (including future scenario) should have been clearly reported (Initial Assessment) – gap analysis as starting point for economic analysis Wrap up

Wrap up If no quantified target, CEA/CBA can still be done. Environmental effects: in time, monitoring will provide evaluation of “extent of success” of (sets of) measures (adaptive management) Good practices presented: Pragmatic approach, stakeholder consultation & integration in decision-making are key CBA does not necessarily have to be fully monetized (to be included in PoM Recommendation)
