Wouldn't it be nice if… A buyer could ask for qualification requirements in a structured way So that suppliers do not need to answer themselves but that national databases could do this? That would be a huge simplification because This would help to professionalize buyers Give suppliers more time to work on the actual bid Increase trust during the evaluation process Reduce immensely the administrative burden That is the ultimate goal of eESPD, eCertis and national databases

What is the ESPD? Is an self-declaration which acts as a preliminary evidence in replacement of certificates The contracting authorities uses this to describe which criteria are needed for a specific procurement procedure The economic operator fills out the ESPD and provides if available links to databases where the authorities can retrieve the actual evidences ESPD is used to exchange information between buyers and suppliers about criteria and links to databases for a specific procedure

What is eCertis? Contains information about criteria and evidences for all EU countries How can I proof that I paid my taxes in UK, ES How does the selection criteria on yearly turnover map from PL to NO Content updated by MS in English plus national one Currently roughly 1400 data sets split into "criterion" and "evidence" eCertis is the "brain" of criteria/evidences/ databases and knows how to map them It is mandatory for Member States to update the data

What are national databases? National databases/aggregators contain information about economic operators Information about exclusion criteria (payment of taxes) Information about selection criteria (yearly turnover) Aggregators are a special form of national databases because they are aggregating information about EO as well some of them are able to retrieve certain information automatically National databases/aggregators contain information about the economic operators

Current process with ESPD Buyer provides information about exclusion and selection criteria often in an unstructured way together with an ESPD Supplier downloads the documents from an eTendering platform, have to understand them and provide the answers in an ESPD Buyer has to manually evaluate the ESPDs (could be many for one bid) Buyer is awarding the contract to the supplier and asks for the originals (if not provided electronically)

Possible future process with OOP Buyer provides structured information about exclusion and selection criteria through an eESPD* The suppliers eTendering service retrieves the necessary data from databases and fills out the eESPD (partly) automatically – the eESPD acts as a "business passport" The buyers eTendering service evaluates the ESPDs (partly) automatically Buyer is awarding the contract to the supplier * Only possible with eESPD v2 data model
