INTRODUCTION e-Procurement was loosely arranged under the Public Procurement and Disposal Act, 2005 where PPRA was given the mandate to determine the system. Kenya repealed the Public Procurement and Disposal Act, 2005 on 7th January, 2016 through Kenya Gazette Supplement No. 207 It replaced it with the Public Procurement and Asset Disposal Act, 2015. It is under the PP&AD Act, 2015 where e-procurement was properly anchored.

EXECUTIVE ORDER NO. 2, 2018 The Government issued Executive Order No. 2 on 28th June, 2018 effective from 1st July 2018 to be implemented by all Public Procuring Entities (PEs). was in response to the pressing need to entrench an open and accessible Government as envisaged in the Constitution. PEs to maintain and continuously update and publicise the required information through their websites, e-Citizen, PPRA platforms, public notice boards and/or official govt publications.

ORDERS AND DIRECTIVES PEs to consolidate and publish such information on the 15th day of every subsequent month, outlining the tender and supplier data for the previous month On the effective date PEs will be required to publish all ongoing contracts entered into prior thereto and to which finalization of expected works, supplies or services is pending completion and final payment.

INFORMATION REQUIRED Full particulars of the awarded Bidder (Supplier, Contractor or Consultant). Specification and scope of goods or services, and contract value. Summary of technical and financial capacity of the awarded bidder and reasons for the award. Award date and contract period.

INFORMATION REQUIRED Current market price of the specific goods, works or service, as well as price guidelines as published by the PPRA with regard to that specific item (where applicable). Variations in regard to specification of goods and services, scope of work and contract price during the pendency of the contract (where applicable). The names of the members of the Evaluation Committee and Inspection and Acceptance Committee of the PE with respect to each award.

PUBLIC PROCUREMENT AND INFORMATION PORTAL (PPIP) It is against this background that the Government through the Ministry of ICT, PPRA, KRA and BRD has developed the Public Procurement and Information Portal (PPIP). It created for ease of implementation of Executive Order No. 2 of 2018 by all public entities. The portal is integrated with IFMIS.

Kenya is right on course for end-to-end e-Procurement processes. CONCLUSION Review and impact of e-Procurement implementation will inform improvement of its application. Kenya is right on course for end-to-end e-Procurement processes. This is a great improvement from the previous dispensation.
