Access to CIRCABC

What is CIRCABC ? CIRCABC stands for Communication and Information Resource Centre for Administrations, Businesses and Citizens. It is a software application used to create collaborative workspaces where communities of users can work together over the web and share information and resources. CIRCABC is used extensively by the European Institutions. Some interest groups are public (ie. they can be visited without formalities). Others are restricted (ie. only accessible using a login password).

Reminder of the CIRCABC structure for the A6465WG A64&A65WG (Correction Coefficients and Remuneration Indicators) – Restricted Library folder "Documents from 2016-03 meeting of A64&A65WG" (created for the nominated delegates) A64&A65WG (Correction Coefficients and Remuneration Indicators) - Public Library folder "Documents from 2016-03 meeting of A64&A65WG" (currently empty pending meeting decision) https://circabc.europa.eu

Restricted dissemination of documents In the first instance the documents and powerpoint presentations for the meeting are covered by Reg.1049/2001 exemption 1 (decision in progress). They are consequently NOT AUTHORISED FOR DISSEMINATION and are only accessible from the restricted CIRCABC website by nominated national delegates (using their individual login/password). ie. Must not be communicated by delegates to anybody outside the Working Group who is not directly concerned in data supply. Not even to other departments of government.

Initial nomination of WG delegates A6465WG created by 2013 amendment to Staff Regulations, replacing separate A64WG + A65WG Regulation 1023/2013 ► ESTAT letter requesting DGINS to formally nominate delegates 19.3.2014 Ares(2014)803452 Exceptionally, ESTAT authorised to reimburse two national delegates (1x A64, 1x A65): notification in MS invitation letter 11.2.2015 Ares(2015)570636

An email is not enough… Permanent change of delegate Complete the standard form Ares(2015)1164692 (17.3.2015) Temporary substitute delegate NB. Temporary access to CIRCABC will be revoked after the meeting Person will still be deemed to have necessary authority to bind MS Person is subject to the same rules regarding non-dissemination

Dedicated section NEW

What is a dedicated section? Page on Eurostat website which aims to provide an introduction to a statistical topic and links to further information, including methodology, data and reports The "Civil Servants Remuneration" pages were launched in November 2015 http://ec.europa.eu/eurostat/web/civil-servants-remuneration/overview Meets a need: 1900 hits in first two months…

Where is the A64/A65 dedicated section? Eurostat website http://ec.europa.eu/eurostat Top of screen: Bottom of screen:

Statistics explained A65 NEW

What is “statistics explained”? ”Statistics Explained” is an official Eurostat website presenting all statistical topics in an easily understandable way. Together, the articles make up everyone's encyclopedia of European statistics, completed by a statistical glossary clarifying all terms used and by numerous links to further information and the very latest data and metadata, a portal for occasional and regular users alike.

Several pages about labour statistics generally …BUT: Nothing focusing on remuneration of civil servants …Therefore: http://ec.europa.eu/eurostat/statistics-explained/index.php/Civil_servants_in_the_EU_member_states

Background for new A65 S.E. pages Dissemination of A65 data was discussed at the March 2011 WG meeting (doc.A65/11/09). Concrete plans were discussed at the March 2012 meeting (no document), and an action plan was agreed. Progress was reported at the March 2013 meeting (no document). Release was then halted, pending clarification of status. This was resolved during 2014. Decision to implement at March 2015 meeting. Went live in November 2015

Example country fiche extract

Next steps to improve the S.E. pages Update maps, population statistics, etc. with information from GISCO, Eurostat free data tables, etc. Add a selection of summary tables eg. from Annual Report "annex 2“ (see Ag.Pt. 14.2) Informal task force? Volunteers?

PROPOSAL : country assessments (see Ag.Pt.16) Work will continue to establish detailed inventories (manuals) For bilateral use… To be reference for annual SRQ exercise Eurostat to draft compliance assessment reports As is typical in other statistical domains For public dissemination… Will refer to the date of latest manual
