Workshop on Innovative Policy Labs 1 Summary of the findings from the questionnaires on Innovative Policy Labs. 2 Discussion on theoretical aspects of innovation in the public sector 3 Sharing good practices from EU Member States 4 Review of successful projects 5 Challenges for fostering public sector innovation in the future. Topics for discussion What are the main challenges for fostering innovation in the public sector? How can we stimulate innovation and bring about the necessary change of the organizational culture? What is the role of Policy Labs in the area of innovation and how can we make the most of them? What are the key areas of public policy where innovation is most needed? What tools can we use to implement innovative approaches? Can we measure the added value of innovation?

Workshop on New Methods for Effective Selection and Recruitment 1 A review of and discussion on existing recruitment methods and instruments 2 Use of psychometric testing for assessing the general competencies 3 Good practices for innovative recruitment and selection methods and tools 4 Possible combinations of various recruitment methods and tools 5 Current capability gaps and potential for joint capacity building and knowledge transfer. What is the added value provided by psychometric testing? What are the strengths and weaknesses of the individual selection tools? Topics for discussion What form of cooperation within the EUPAN Network in the area of public service delivery standards could contribute to improving the quality of public services across EU Member States? Development of a common non-binding European Citizen’s Charter. Development of common non-binding public service delivery standards and commitments at EU level. Development of common principles for quality of public service delivery across the EU, which will not be binding for Member States, but will offer them a benchmark and guidelines when adopting their national framework.

What is the best model for selecting SGs – with or without political involvement in the procedure? Are the strategic functions of the SG compatible with their operative duties?
