Reducing Administrative Burdens -Initiatives- General Secretariat of the Government Public Policy Department Conference on Good Governance and Public Administrative Reform Bucharest, 6 December 2007

Context As a EU member, Romania has to measure administrative costs and reduce administrative burdens which are imposed by the national legislation on business and citizens; Romania has to define a national target for reducing administrative burdens until the end of 2008 Better regulation initiative in Romania

Administrative burdens Recommendation: Focusing on information requirements, on administrative activities and not on the general impact of an regulation

Common principles for reducing administrative burdens - reducing the frequency of information requirements - verifying if there are not overlapping in the information requirements and eliminate the possible overlapping - using internet for collecting information - introducing ceilings for information requirements - introducing risk analysis when limiting the information requirements by evaluating the impact of a wider limitation - analyzing and clarifying those normative acts who are interfering with the business activity European Commission
