AFSA Chapter Officer Training Module 3 Chapter Elections

Chapter Officer Election Procedures References: AFSA Manual (AFSAM) 100-1 Bylaws of the AFSA. AFSAM 100-2 Policy and Procedures of the AFSA. NOTE: Current manuals are available to download from the HQs website

Elected and Appointed Positions Elected Positions: President, Vice President and three Trustees Appointed Positions: Secretary, Treasurer, other Trustees, Family Matters, Committee Chairmanships, Senior Advisor and Airman Activity Coordinator and/or Project Officers as determined by the Chapter President

Chapter Officer Terms of Office Chapter/Appointed Officers generally serve 1 or 2 year terms. Elections occur in January of each year unless your Division President (DP) approves a waiver for a different date. Chapters at remote tour locations may create standing rules (approved by DP) outlining shorter terms of office (generally six months) to better manage responsibilities at their locations. Elected or Appointed Officers will assume office NLT 90 days following an election or appointment.

Notice of Elections Chapters MUST notify their membership at least 30 days prior to the convening of the annual election membership meeting. The notification will include what positions are up for election. The Senior Advisor chairs the election process.

Removal of Chapter Officer The Chapter Executive Council in its discretion may remove any chapter officer for dereliction of duties. Grounds for removal include unexcused absences from scheduled meetings.

Quorum Requirements A quorum must exist prior to conducting official business. Chapters may adopt local Standing Rules employing different quota requirements and/or suspension of quorum procedures provided their Standing Rule is approved by the Division Executive Council prior to implementation. Chapter size/Number of AFSA Members who MUST be Present 501—or more 20 201—500 15 25—200 10 NOTE: If a quorum is not present, see AFSAM 100-2, Principle 5, Section 10d, for guidance on suspending quorum requirements.

Voting and Eligibility to Hold Office Active Members: Have full voting rights and eligible to hold office within AFSA. Family Members: Have full voting rights and eligible to hold elected Chapter office. Associate Members: Unable to vote or hold office in AFSA. Honorary Members:

Summary Important to know and understand the process. Ensure you have current manuals to reference. When in doubt, look it up—do NOT guess at what the procedure may be. Check membership status of those attending election meetings and of those seeking elected office. Be organized.
