INSPECTION OF POLICE STATION

AIMS AND OBJECTIVES: Inspection of Police Station and Police Offices are not to criticize and find fault with the work of the subordinates but to suggest to take measures or to guide for the improvement of police administration and of the works relating to the criminal administration. It is one of the effective methods and tool by which the efficiency of the force could be raised. Contd…..

It is, in fact, the only way by which the superior officer can come to know his subordinates by personal contact, their standard of work and their personal difficulties on the one hand and the general state of crime, standard of investigation and preventive action on the other. There should be constant inspection of review of crime and law and order reports by the senior officials every time they visit police station.

The Inspection Generally Should Incorporate the Following Aspect:- Report writing by the officials while supervising cases, making visits, etc., Nature and pattern of crime in the area of police station. Time taken and quality of investigation, remarks of the supervising/senior officers there upon and compliance of the remarks. Important cases being handled in the police station. Crime against women, weaker sections and the aged. Behavior of staff posted in the Police Station, cleanliness, etc.

ISR/CSR issued and the compliance of the points raised or follow up action by the SHO/IO. Compliance of points raised in the previous inspections, surprise checks and informal inspection. General improvement in the standard of overall work of the police station. Current problems being faced by relating to the law and order and crime in the area of the police station and follow up action

PROVISION FOR THE INSPECTION OF POLICE STATION INCORPORATED IN THE PUNJAB POLICE RULES, 20.5. Two results of an inspection should be :- The inspecting officer should have come to a definite conclusion as to the state of crime (satisfactory or unsatisfactory ) and the chief cause of such crime; and The officer in charge of the police station should have received active assistance, facilities and suggestions from the inspecting officer towards the improvement of the state of crime. The inspecting officer, as a first step , should ensure that the papers of all registers maintained at the police station are page numbered; and that the first sheet of the register contains a certificate made by the SHO to the effect, “This register contains pages from 1 to ----- and all cutting/erasures should be initialed by the officer concerned”.

PROCEDURE TO CONDUCT THE INSPECTION While preparing the inspection note, it shall be remembered that the first page of the inspection note shall contain the following details:- Name of the Police Station: Period of Inspection: Dates of Inspection Name and designation of the Inspecting Officer: Name of the SHO of the Police Station for the period under Inspection Name of the present SHO: Name of the A.T.O. Name of Inspector Investigation Date of Inspection Name of last Inspecting Officer with period of Inspection

The process of inspection should be divided into following parts, namely:- Area, Jurisdiction, Divisions and Beats, Building, Reporting Room, Sankarman Kaksh, CIPA, Record Room, Malkhana, Lock-Up, Communication, Mess, Govt. Vehicles, Police Post& Pickets, PCR Vans and Strength/ Manpower. Crime during the period under inspection with the comparative crime figure. Pending Investigation Cases.

Annexure Area, Jurisdiction, Divisions and Beats: Topography of the Police Station, area, population number and names of villages/colonies, number of Divisions and Beats, break up of population in terms of religion, important government offices and other institutions in the jurisdiction and important fairs and festivals

Crime during the period under inspection with the comparative crime The Inspection officer should discuss the incidence of crimes under the IPC, Cr PC and under Local and Special Laws. A comparison of the crime figures for the period under inspection with the corresponding period during the last year should be made. IPC Cases:- Dacoity, murder, attempt to murder, robbery, riots, kidnapping for ransom, rape, snatching, kidnapping, hurt, burglary, servant theft, MV Theft, House Theft, Pick Pocketing, Cycle Theft, Shop Theft, Other Theft, Extortion, Drugging, Cheating, CBT, Fatal Accident, Simple Accidents, Abduction, MO Women and Misc. IPC

Informal Inspection PPR 20.5(2) Informal inspections of the police stations and police posts should be made as frequently as the G.O’s may consider necessary and desirable, having regard to the circumstances of each particular police station and police post. At such inspections, officers should not spend more time than necessary in examining register, pending investigation case, law & order and general affairs of the police station, but shall try to make themselves acquainted with the personnel of the police station or police post as the case may be and shall enquire into and discuss the matters concerning current crime, cases and procedure with the officer in-charge.
