Adapting to the Official Regulations on Accessibility Kathrine Remers Hanssen Ragnhild Rein Bore

Main points What is Universal Design and WCAG? Web Accessibility Directive The Norwegian regulations Adapting to the regulations Problem areas Points for discussion

What is universal design? The design of an environment so that it can be accessed, understood and used to the greatest extent possible by all people regardless of their age, size, ability or disability

Web Content Accessibility Guidelines (WCAG) 2.0 The level AA is the standard for the universal design of websites

Following the guidelines will also make our Web content more usable to users in general

Four principles Perceivable - Information and user interface components must be presentable to users in ways they can perceive. Operable - User interface components and navigation must be operable. Understandable - Information and the operation of user interface must be understandable. Robust - Content must be robust enough that it can be interpreted reliably by a wide variety of user agents, including assistive technologies.

Directive on the accessibility of the websites and mobile applications of public sector bodies (WAD) Refers to the standards to make websites and mobile apps more accessible WCAG Covers websites and mobile apps of public sector bodies Requires regular monitoring and reporting of public sector websites and mobile apps by Member States

WAD Member States shall ensure that public sector bodies take the necessary measures to make their websites and mobile applications more accessible by making them perceivable, operable, understandable and robust. (Article 4)

Norway The Anti-Discrimination and Accessibility Act legislate universal design of information and communication technology (ICT) in Norway Relevant for private businesses, organisations, and government agencies

For discussion How are you preparing for the WAD directive? Our statistical databases … How can the concept of Universal Design apply to digital data visualization?

Research Project Aims at investigating the status and future potentials of digital DV from the perspective of Universal Design, comparing research data (DVs) from SSB with data from other National Statistics Institutes (NSIs). http://indvil.org/ Research Question: “How can the concept of Universal Design apply to digital DV, and how can the level of Universal Design in DV be evaluated and raised?”
