Development of TEN-T networks Priority projects have developed from 14 Essen projects (1996) to an axis concept (2004)in the Priority projects and the core and comprehensive network (2013) Nowadays decisions are taken on actions: INEA (Ex TEN-T Executive Agency) proposes actions, and DG MOVE takes final decision INEA’s evaluation criteria: relevance, maturity, impact and quality DOUBLE LAYER CONCEPT WITH ) CORRIDORS

Planning, assessing and implementing Mega-Projects Many researchers have recently discussed about these issues: Flyvberg et al. 2003, Priemus 2007, Priemus et al. 2008; Rothengatter 2008, Priemus and van Wee, 2013 Recent studies: NETLIPSE: Network of Large Infrastructure Projects in Europe Rethink!PSM: Rethink project stakeholder management ASSIST: Assessing the social and economic impacts of past and future sustainable transport policy in Europe.

Lessons Learned Guidelines for an analytical approach are much better than before Project assessment should be accompanied by a clear analysis of an efficient network configuration and strategic goals Standardized studies and parameters for TEN-T projects are needed Harmonization of funding rules Prioritizing projects taking into account their maturity More attention and resources should be paid in the early stages of a project for its clear definition Environmental assessment and the CIA (Climate Impact Assessment) The importance of analyzing wider economic benefits, instead of only the CBA

Lessons Learned Many tools available for assessing maturity and implementation of mega-projects: NETLIPSE (IPAT); OMEGA study, TIPMAC, IASON Other tools provide support for an adequate independent assessment of impacts: ASTRA-EC, CGEurope, SASI,… The importance, relevance and complexity of cross-border points Information and public participation since early stages is needed: Currently it differs depending on the project Improve the project Reduce political decisions and ensure independent implementation Timing purposes Take into account the point of view of all stakeholders Efficiency and transparency on investment costs and outcomes Voting is an important tool especially for mega-projects for social acceptance
