ASPN 2017 INTERNATIONAL CONFERENCE ON WOMEN AND SPORTS CULTIVATING WOMEN’S SPORTS HABITS THROUGH THE EDUCATION POLICIES IN MALAYSIA HASLINA ABDUL HAMID DEPUTY SECRETARY GENERAL MINISTRY OF YOUTH AND SPORTS MALAYSIA

GENDER PERSPECTIVE IN SPORTS No specific policy to encourage women participation in sports as the sports policy and laws in place in Malaysia are gender neutral. The current sports policy / programmes does not discriminate the participants in terms of gender or age. The participation and selection process is based on performance and merit. Focus is on the aspect of Sports for All. Sports programmes including high performance sports are open to both qualified men and women. The Ministry and its agency have taken effort to ensure that the needs of a female sports person is taken into consideration based on the society’s values, requirement of the sports, facilities and other relevant aspects.

PROMOTING SPORTS AT SCHOOL

SPORTS AT SCHOOL Ministry of Education is responsible for cultivating the interest of students in sports activities by: providing opportunities for teaching and learning of physical education to all school children; Developing and coordinating sports activities at school levels; Integrate sports in the school curriculum; and Develop mechanism to assess the physical achievement level of all students.

1STUDENT 1SPORT POLICY Launched and implemented in 2011 Involvement of all students in at least 1 sport Focus is on students who are less or not active in sports Through physical education classes, students are exposed to multilateral skills as a base for sports involvement Physical education classes are compulsory and conducted twice a week in schools

TALENT IDENTIFICATION (TID) Key to accelerate sports development in the country and raise interest in sports at the grassroots level Conducted at district, state and national level TID Involves 12 sports 2,000 students are involved at the national level The National Sports Association is involved in selecting student athletes to be placed in the State and Malaysian Sports Schools

SPORTS IN MALAYSIA The main driver for sports in Malaysia is the Ministry of Youth and Sports that promotes and facilitates the development of sports in the country. The Ministry is assisted by the agencies : National Sports Council – high performance sports National Sports Institute – scientific aspects of sports Commissioner of Sports – Regulate sports associations Sports Associations and Bodies. Sports promotion and development in Malaysia is guided by the Sports Development Act 1997 and the National Sports Policy 2009 that aims to promote and facilitate the development and administration of sports in Malaysia

POLICY OVERVIEW The National Sports Policy aims to create a “Sports Culture” by encompassing the spirit of “Sports for All”, High Performance Sports and Sports as an industry. The Policy also aims to strengthen national integration through the comprehensive participation of society and achieving excellence at the international level. Sports is accorded the same recognition, respect and encouragement as other social sectors in order to achieve the objectives of national development, unity and continued stability.
