CPP Funding and the October Count

Early Childhood November 1 Alternate Count Date November 1 Count Day Early Childhood November 1 Alternate Count Date Please Note: This year the early childhood alternate count date will be on Wednesday, November 1 Use of the Early Childhood Alternate November 1 Count Date is optional Available to all school districts.(C.R.S. 22-54-103)

Requirements The November 1 Alternate Count Date applies to Early Childhood Students only Districts may use either the October 2 count data, or their November 1 count data - whichever is higher. It is recommended that districts submit both the Oct and the Nov count submission. Whatever date is chosen, a district must use the same count date for all early childhood students within the district. Please note, this applies for state funds. Federal funds will still occur in Dec.

Requirements Cont. Children must be enrolled and in attendance on or before November 1. Children’s attendance must still be documented prior to and five school days following November 1. You will be asked to indicate in the submission whether you are using the October 1 or November 1 count date for your early childhood students. Children counted on November 1 must have at least 90 hours of teacher-pupil instruction or contact in the first semester, and the CPP program must be available 360 hours in the course of the school year.

November 1 Count Day Final Points to Remember When Using the Early Childhood Alternate Count: Children who have left the district prior to November 1 cannot be counted. A child cannot be counted on November 1, if they have already been counted in another district on October 1. School districts will still be limited in the number of CPP students they are able to count –students reported for funding cannot exceed their CPP allocation unless otherwise approved by CDE.

CPP + IEP for Full Day Full day placement for children on an IEP funded by CPP In March 2016, CDE released a policy memo which re- interprets C.R.S. 22-28-106(a)(1)(IV): Allows children on an Individualized Education Program (IEP) Who also qualify for the Colorado Preschool Program (CPP) To access a full per pupil revenue (PPR) of state funding for preschool programming

CPP + IEP for Full Day Common Questions on CPP + IEP students: Can you use CPP and IEP funding to support a child in two half day programs or at a half day program in one location and a half day in another? No. Only providing a child with a full day experience at one location is available. In order to use combined PPR to provide full day preschool, the child must attend a single classroom with a full day schedule approved by CDE.

IEP + CPP FAQs How are children determined eligible for this combined full-day slot? In order to use the blended funding, children must qualify for CPP and have an IEP. If he or she is 3-years-old, he or she must have three or more risk factors If he or she is 4-years-old, only one risk factor is needed. IEP + CPP FAQs Cont. Risk Factors: Reporting IEP + CPP Students: Children funded by CPP must be 3, 4, or 5 by October 1 of the school year. If children are age eligible for kindergarten in their district, they may not be counted using CPP. Reporting IEP + CPP Students: Public School Finance Status = 64 Primary Disability <> 00 Grade = 004

IEP + CPP FAQs Cont. If a child is eligible for ECARE, may funds be used to support full day kindergarten for a child on an IEP? Yes, if he or she is age eligible for kindergarten according to the individual district age cut off. No, if he or she is age eligible for first grade, and attending kindergarten. Please note: If your district alters ECARE or CPP slot allocations, you must notify CDE before submitting.

Reporting Preschool Students District Summary of Pupil Counts How do I know if my preschool students are being counted correctly? Two sections of report: District Schools and Non District Schools Determined by PAI code: 01-08 = District Schools 27-33 = Non-District Schools Counts Funding Status used to determine counts FTE 84 & 64 = 0.5 FTE Part-Time 81 = 1 CPP FTE 83 & 64 = 0.5 CPP FTE

Reporting Kindergarten Students Reporting Kindergartners Grade 006: Half-day Kindergarten 450+ academic instructional hours Funding code 82 Grade 007: Full-day Kindergarten 900+ academic instructional hours Other funding options Funding 83 – full-day with an ECARE slot In essence this is an 83 + 82 when CDE reviews FTE Funding 80 – Kindergartners eligible for full-time funding Retained with documentation of Significant Reading Deficiency 6 or older on October 1 with an IEP

Reporting Kindergarten Students Most kindergarten students are only funded part- time Coding full day Kindergarten as ½ day Kindergarten 006 = Half-Day Kindergarten & 007 = Full-Day Kindergarten Student grade does not equal funding Most Kindergartners are part-time funded (82) for both full day and half day funding 1st graders roll over funding Make sure when rolling over Kindergartners to 1st grade their funding goes from part time (82) to full time (80) Loading incorrect school year Make sure to select the correct school year when uploading files System defaults to 2017-2018, but 2016-2017 is still open
