Higher Education Funding Set a state attainment goal and align the funding strategy Develop a tuition-setting policy that is affordable and predictable Consider an incentive system for institutions that rewards student success. Non-Financial Issues High school graduation and college acceptance requirements align. Transfer of coursework from 2- to 4-year colleges is clear and accessible. A statewide longitudinal data system links postsecondary outcomes to K-12 education.
