The DfE structure Plan Nov. 2010 A revised Ofsted inspection framework will be developed between November 2010 and January 2011. This will be published in July 2011 and come into effect in December 2011 A review of regulations and guidance for the care system will take place between November 2010 and March 2011, coming into effect in April 2011 The rate of the Pupil Premium will be announced in December 2010. The first Pupil Premium funds will be transferred to schools as of April 2011

The DfE structure Plan Nov. 2010 The review of value for money in capital programmes will conclude in December 2010 Options for future revenue funding for schools will be published in the Education and Children’s Act by December 2010 Proposals for a reform of apprenticeships will be published in December 2010 The English Baccalaureate proposals will be published in December 2010

The DfE structure Plan Nov. 2010 The National Curriculum will be reviewed between December 2010 and March 2011. It will be finalised by July 2012, provided to schools in September 2012 and come into effect in September 2013 A reading test for six year olds will be piloted in June 2011 The new apprenticeship programme will start in August 2011

The DfE structure Plan Nov. 2010 The department has set out that spending on schools will rise from £50.3bn to £53.5bn in nominal terms  over the lifetime of the business plan. Capital spending will fall from £7.6bn to £3.4bn in nominal terms. In the interests of transparency, the Department will publish funding per pupil at all ages in all local authorities from January 2011. Progression and attainment data will be published according to the government’s methodology which draws on the English Baccalaureate from December 2010 for some levels and by April 2011 at all levels.

The Government is planning to publish the White Paper this Autumn and a new Education Bill will follow shortly containing those commitments which require legislation. The Secretary of State outlined the key issues in his speech to the Westminster Academy on 6 September 2010. The speech sets out plans for a more autonomous school system led by professionals which will:

increase the number of great teachers and leaders in our schools give teachers the power to tackle poor discipline create a fairer funding system so that extra funds follow the poorest pupils who need the most support introduce a simpler, more focused National Curriculum restore faith in our battered qualifications system.

School autonomy will be supported by greater accountability through improved testing and assessment. More good school places in the next few years are promised and help will be given to establish new schools in areas where there is a growing demand for school places Sec. of State 6th September 2010

tackle bureaucracy at source, stripping out unnecessary obligations placed on hard-pressed teachers and overworked governors, simplify the Ofsted inspection regime and tackle health and safety rules which inhibit out-of-classroom learning and undermine competitive team sports Sec. of State 6th September 2010

lay out plans to radically improve the environment in which disruptive and excluded pupils are educated … so that … organisations with a proven track record in turning young lives round are given the opportunity to do more Sec. of State 6th September 2010
