Benchmarking Committee – Best Practice Report Out November 2017

Agenda Feedback from Detroit Meeting Re-cap on SPR benchmarking model Stakeholder Engagement – survey refresher Key Takeaways from Benchmarking Live Polling - gain insights into members approach to regulatory engagement Best Practices – EPA Region 5 to discuss what they see as best practices for engagement

Benchmarking Scores for Detroit Meeting Feedback – Detroit Meeting Two distinct themes in member’s responses: They would like to make sure time is correctly accounted for, thus allowing for in depth conversation around the meeting topic There is interest in the development of an SPR NPV/ROI tool building on and improving the models presented Benchmarking Scores for Detroit Meeting

Recap - Reminder of the Benchmarking Model… Nov 2016 Aug 2016 May / Aug 2017 Feb 2017 Today’s Topic

Stakeholder Engagement – Survey Reminder Aspect Definition Prompts Rating Internal Stakeholders engagement and communication • Is your company internally aligned between real estate, legal, environment, and operations • Do you understand the internal drivers for each division • Do you have clarity around target internal groups and understand their expectations • Is there clarity internally around why certain disposition options are selected (Example: Less money for real estate but better environmental outcome) • Are there tools you use to quantify and evaluate options • Are there designated forums for discussion on a regular basis • Do you test engagement and alignment around drivers 1 - Internal groups are misaligned and a minimal internal communication about action plan 2 - Individual internal groups are aligned, but minimal communication and engagement between groups 3 - Internal stakeholder are engaged at predefined milestones (i.e., real estate is engaged after the site receives a NFA) 4 - Internal stakeholders are actively engaged through the whole process 5 - A lot of engagement with internal stakeholders. You have conducted an evaluation of risk vs. cost and have solid internal agreement around it Community and external stakeholders engagement and communication • Have you identified a target audience • Do you have engagement and message plans in place that are used consistently • Is there a single internal point of communication for all external communications, and internal alignment around external messages • Do you establish common goals and understanding up front • Is there a feedback loop taking into consideration external input 1 - No program or directive in place for engagement with external stakeholders 2 - External stakeholder engagement takes place on an "as needed" basis 3 - External stakeholders are engaged at project milestones 4 - External stakeholders are engaged at the start of the project and are included in discussions through-out the project 5 - External stakeholders work with internal decision makers to determine the projects path forward

Stakeholder Engagement – Survey Reminder Aspect Definition Prompts Rating Regulatory stakeholder engagement and communication • Are you aware of regulatory and local government bodies required to be engaged • Do you engage in open communication with regulators • Is there a clear established forum for discussion on regular basis 1 - No program or directive in place for engagement with regulators 2 - Regulatory engagement takes place on an "as needed" basis 3 - Regulators are engaged at project milestones 4 - Regulators are engaged at the start of the project and are included in discussions through-out the project 5 - Regulators are actively engaged and actively participate/provide input on path forward

Average Elements Score for Stakeholder Engagement Segment Average Stakeholder Engagement Segment Scores Average Elements Score for Stakeholder Engagement Segment Strongest Element 3.81 3.76 2.90 Weakest Element Overall scores are lower than previously discussed maturity areas

Key Takeaways – Regulatory Engagement Survey results were very polarized – most of the firms either actively engaged regulators or did not engage until it was necessary to move the project forward. Majority of firms do not have interest in proactively engaging with regulatory stakeholders. Many firms do not have a regulatory engagement “play book”, thus there are inconsistencies in engagement approach between projects.

Live Polling For the following questions/scenarios, please assume that regulator involvement is focused on historic/current environmental impairment of the property (concentrations greater than human health or ecological standards). Currently the property is not part of any regulatory program, but the regulators are aware of chemical concentrations and will be monitoring remediation and redevelopment.
