Portfolio History The New Mexico Enhanced 911 Act was signed into law in 1989, and amended in 1990, 1992, 1993, 2001 and 2005. The Act provides a mechanism for municipalities, counties and Native American Tribes and Pueblos to purchase E-911 equipment, to provide training, and to pay for network and database costs necessary to operate E- 911 systems in their jurisdictions. The Department of Finance and Administration (DFA) E-911 staff and Public Safety Answering Points (PSAPs), set criteria for E-911 equipment, network, and related services through a competitive bid process. All projects are funded from the Enhanced 911 Fund, subject to State Board of Finance approval. DFA and the Department of Information Technology (DoIT) entered into a Joint Powers Agreement on May 8, 2018, transferring 911-related activities from DFA to DoIT, although DFA retains responsibility for Program-related financial actions.

E-911 Upgrade, Albuquerque Police Department Milestone Actual Cost Actual Start Date Finish Date Equipment installation $2,044,049 October 1, 2016 June 30, 2017 Technology The Albuquerque Police Department Communications Center selected the Vesta 911 Call Handling Solution, purchased through CenturyLink, and including delivery, installation, and maintenance. Includes VESTA 911 and Instant Recall Recording (IRR), VESTA LOCATE GIS, IP phones, VESTA Activity View and VESTA Analytics MIS. Benefits Realized E-911 Equipment serving the citizens of Albuquerque is updated with state-of-the-art technology, improving emergency response.

E-911 Upgrade, Clovis Police Department Milestone Actual Cost Actual Start Date Finish Date Equipment installation $338,569 Aug 4, 2015 April 6, 2018 Technology The Clovis Police Department selected the Emergency Call Works 911 Next Generation Call Handling Solution – includes delivery, installation, and maintenance. Motorola Solutions will provide the solution, as well as, all specified equipment, cabling, and required installation and maintenance services as specified. Benefits Realized E-911 Equipment serving the citizens of Curry County and the City of Clovis are updated with state-of-the-art technology, improving emergency response.

E-911 Upgrade, Hidalgo County Central Dispatch Milestone Actual Cost Actual Start Date Finish Date Equipment installation $233,600 October 1, 2017 December 14, 2017 Technology The Hidalgo County Central Dispatch selected the Emergency Call Works 911 Call Handling solution, purchased through Motorola Solutions, and includes delivery, installation, and maintenance. Includes the installation, testing, and maintenance of Emergency Call Works 911 Call Handling Solution with Instant Recall Recording (IRR), GIS, IP phones, Call Works Dashboard and MIS analytics. Benefits Realized E-911 Equipment serving the citizens of the Hidalgo County is updated with state-of-the-art technology, improving emergency response.

Includes the installation, testing, and maintenance of Emergency Call Works 911 Call Handling Solution with Instant Recall Recording (IRR), GIS, IP phones, Call Works Dashboard and MIS analytics. Benefits Realized E-911 Equipment serving the citizens of the Valencia county is updated with state-of-the-art technology, improving emergency response.

Lessons Learned When installing a new vendor system, allow sufficient time to configure the Multi-Protocol Label Switching (MPLS) network connection properly, allowing the vendor to remotely monitor the system. For a PSAP moving to a new location, ensure orders have been submitted to CenturyLink with sufficient lead time. For PSAP moves to a newly constructed site, seek project and funding approval only after construction for a new building has begun.
