Evaluation of the Information System of EU Structural Assistance The aim of the evaluation is to provide recommendations on the optimal way to organise the process of information and publicity in 2014–2020 and to improve the system of information and publicity of EU structural assistance for 2007–2013. SF communication

Scope of evaluation Evaluated aspects: Sharing of functions and responsibilities among EU funds institutions; Procedures for coordinating and implementing communication activities; Implementation of communication activities; Supervision of project level communication. Results 13 general recommendations, 3 of them designed for the 2014-2020 programming period The recommendations focused on the improvement of: planning, monitoring and coordinating of communication activities; inter-institutional cooperation and involvement of socio-economic partners; effective communication tools, activities and channels. Informavimo apie Europos Sąjungos struktūrinę paramą ir jos viešinimo vertinimo tikslas – tobulinti 2007–2013 m. informavimo apie ES struktūrinę paramą ir jos viešinimo administravimo sistemą bei pateikti rekomendacijas dėl optimalaus viešinimo ir informavimo proceso organizavimo 2014–2020 m. laikotarpiu. Šio vertinimo objektas buvo informavimo ir viešinimo sistema, todėl rekomendacijos yra nukreiptos į sistemos tobulinimą. Pateikta eilė rekomendacijų, kurios nukreiptos į planavimo, stebėsenos ir koordinavimo gerinimą; geresnį tarpinstitucinį bendradarbiavimą ir partnerių įtraukimą; bei tinkamesnių informavimo priemonių bei įrankių parinkimą. Vadovaujančioji institucija jau ėmėsi veiksmų šioms rekomendacijoms įgyvendinti. SF communication

Planning, monitoring and coordinating Situation IKG discusses annual plan, MA adopts it; IKG gathers every month; IKG adopts quarter plans; Division of responsibilities among institutions are shifting form centralised model to semi- centralised. Recommendations To strengthen MA as coordinator, evaluator and methodological guide; To improve procedures of IKG; To improve quarter plan forms and system of setting and monitoring indicators; To involve partners and animate IKG. Centralization vs. decentralization Situation Decentralized approach in 2004- 2006; Centralized approach in the beginning of 2007-2013; Semi-centralized approach in the end of 2007-2013. Recommendations Centralization at the beginning: Administration system is not ready; MA was leading programming and starts implementing. Semi-centralization from the middle of period: Coordination of MA; MA is responsible for general information (emotional based), other institutions are responsible for the results. Semi-centralisation atveju MA atsakinga už „general information“: trasparency, effectiveness, added value. Sita komunikacija yra emmotional based. O kitos institucijos – about the results acchieved. Social-economic partners Situation Social-economic partners are not involved in communication activities; Usually partners are involved to the Monitoring Committees; There are some examples: joined events; According to the survey partners want to participate in all stages of communication. Partnerius suvokiame: participants in the monitoring comittee, regional authorities, communicational prtners (PR, creative agencies, media). Buvo daryta jų anketinė apklausa, vėliau giluminiai interviu. At the moment there is no practical involvement of social and economic partners in the activities of the coordinating, intermediate or implementing bodies. The key form of their involvement at the moment is the participation in the Monitoring Committee. The survey of the social and economic partners shows that they could be involved in publicity activities. The following groups of feasible partners have been singled out by taking into consideration the goals of the system:  suggestions on how to ensure more efficient publicity by making use of the professional experience of partners; PR agencies and media representatives could be the suitable partners to provide suggestions on the suitable information and publicity measures;  shaping of public opinion and the possibility of making use of the partners' communication channels; it is suggested to more actively cooperate with media representatives, who should be mainly viewed as partners in this particular case rather than feasible publicity channels;  better understanding of the communication needs of the target groups and the impact of communication; the suggestion is to involve the partners that represent the target groups at which the publicity is targeted; it could be associations of the target groups or the organisations that represent them, etc. project promoters should be involved as partners, thus making use of the project results that they managed to achieve in applying system-related publicity measures. Effective communication tools Situation Most of publicity activities and channels addres the mass media. Recommendations Define TG in more details; To involve TG (media, public opinion leaders); To make annual survey to make publicity strategy corrections (new TG); To use direct communication channels (for the intermediate bodies); To use integrated communication (several channels, activities, apply them periodically). Situacija/problema/rizika: Šiuo metu projektų vykdytojų vykdomos veiklos dažnai yra standartinės ir jų rezultatai dažnai yra šabloniniai. Apklausa: projektų vykdytojai nekritiški dėl savų viešinimo veiklų; trūksta gebėjimų. Paraiškos metu viešinimo veiklų veiksmingumas praktiškai nėra vertinamas (tik CPVA patikrų lape turi spec. klausimą). Pasiūlymai: Klausimo dėl viešinimo priemonių nepertekliškumo, tinkamumo, pakankamumo įtraukimas į paraiškų patikros lapus. Metodinės gairės dėl priemonių parinkimo ir tinkamo įgyvendinimo – tiek vertintojams, tiek projektų vykdytojams. Išplatinti pranešimą, kad dabartinės projektų viešinimo priemonės (“minkštieji projektai”) turi atitikti gerąją viešinimo praktiką bei pateikti jos pavyzdžių. Neformalus konsultavimas ir rekomendavimas suderinti viešinimo priemonių maketus. SF communication

Supervision of project activities Situation Standard and stereotyped project communication activities; Projects are uncritical about their activities; Lack of competences; No evaluation of communication activities at the application stage. Recommendations To differentiate the supervision of big and small projects; To consider evaluation of communication activities at the application stage; More informal consultations.
